HRS (High Reliability Schools) Framework: HRS is a model for school excellence, based on a 5-level hierarchy with established leading indicators to determine reliability
Leading Indicator: Qualitative evidence that a school is at or approaching a certain level.
Goal Statement: A minimally acceptable level of performance that must be satisfied for a school to be deemed as reliable for that specific level. Marzano at times will use the term "lagging indicator"
Certification: Occurs when a school reaches "high reliability status" at one or more of the 5 levels, by demonstrating consistent performance of leading indicators.
