Content Area Curriculums This district developed their own materials for Newcomer ELLs
IN NEW YORK STATE:
An increasing number of English learners (ELLs/MLLs), who are also SLIFE, are being enrolling in New York State schools. These students often have not had full access to formal educational programs for a many different reasons, including interruptions in or limited access to formal education in their home country or even while living in the U.S..
As a result, these learners may not have the same expected proficiencies, content knowledge, academic understanding or background knowledge as students who have consistently attended formal educational programs in the U.S.
Students with Interrupted Formal Education (SIFE) students made up about 8.7% of the 2016 total ELL population in NYS. It is projected that by 2030, 40% of public school children in the USA will be multilingual learners.

Creating a Welcoming School Culture
When new families arrive, schools can create a welcoming environment by:
- Providing a school tour and a newcomer packet
- Providing a parent orientation
- Labeling classroom items for beginners Basic Vocabulary with Audio Pictures and Audio in Many Languages
- Learning key phrases in the home language
- Welcome posters in both languages posted in classrooms
- Connecting new arrivals with community resources
- Translating key policies and procedures into the home language
- Understand what a student can do at his/her language proficiency level (Can-Do Descriptors)
