First of all, the ENL teacher’s activities are designed according to New York State's CR Part 154 Regulations.

Part 154 regulations include ENL Units of Study and a Glossary of important terminology here .  Helpful Word and Phrases here.

New terminology includes a concept called Integrated ENL. Students receive core content area and English language development instruction which includes home language supports and appropriate ENL scaffolds. Integrated ENL must be carried out by a co-teaching approach with a NYS certified ENL teacher who teaches together with a content area teacher. 

There are specific policies and procedures for identifying and Placing ELLs in NYS. 

New York State Ed. provides Bilingual Glossaries located here. Please give glossaries to your ELLs as soon as they enter school; parents should also be given access to these glossaries. English language learners can use these documents as references in class and during all content tests, and especially when taking state examinations. Online visual dictionaries here
