Board of Directors’ Meeting

7:00 P.M

· President to call the meeting to order -- Cliff, Floyd, Donna, Alan, Jason, Peg, Property Manager present (Blair absent)

· President will announce that all Board members have been notified and Notice

was properly posted on the property in advance of meeting. The President will

determine if a quorum is present.

· A motion to approve the previous Board of Directors Meeting Minutes as

photocopied and presented.

· Motion to accept the Financials as photocopied and presented.

Reports:

· Treasurers Report - Donna Falcone

  • For year-to-date, Donna reported we are on budget overall. She handed out a helpful summary sheet to all attendees.

· Hurricane Cleanup Report - Alan Promberger

  • Alan reported two stump grinding is all that's left on the hurricane / storm clean-up. There is also some tree work being done in Phase 2.

· Grounds Report - Alan Promberger

  • There are some grates that will need repair. Alan contacted the County and believes they are County's responsibility.

  • There is some minor repair work required at the inlets to the ponds.

  • A resident complained of standing water in a ditch near the Phase 2 pond. Alan explained that it's on his list and is caused by chips from the tree repair.

· Activities Report - Peg Mazza

  • Peg shared that the picnic on the green was successful. Also, some money was made for the Activities Fund.

  • The timing of the Garage Sale was discussed: February versus November. Peg will seek input.

· ARC Report - Floyd Edler

  • Per Floyd, 5 ARCs since the last meeting, and 13 since the start of the year.

  • There are two homes that promised to replace canopy/street trees, but have not. Floyd proposed that the HOA should replace the trees and bill the homeowners. If the homeowners fail to pay, the HOA will file a lien on the home. Although the County approved the tree removal, the County does not have the time to follow-up on compliance issue. Property Management will send the offending homeowners a letter.

  • Finally, there will be an expiration date added to the ARC form.

New Business

· Owners Comments will be taken at the end of the meeting, owners are asked

to please keep all questions and comments to considerate amount of time and

only questions in regards to board agenda items will be taken.

  • Donna described the problem with dirty sidewalks. Some became a slip hazard. Donna called the County, who came out to inspect them. The County only cleaned the sidewalks that faced north. Donna gathered feedback from various homeowners and the consensus is to pay for cleaning the 20 worst sidewalks, with an estimate of $650. Proposal is to do it twice yearly. Letters have been sent on this and a number of other issues. The responses to the letters have been lax. Motion made to clean 20 now ($650) now as a one-time thing, and revisit doing all sidewalks (based on feedback) in the 2019 budget. Motion passed. The Board together will select the 20 sidewalks After the cleaning, the 20 homeowners will be asked to reimburse their share.

  • Cliff discussed the format of the letters, which are non-threatening. Property Management is driving through Hawthorn Park once per month.

  • Peg called the County regarding the wood pile on 9th Avenue NW. The next day workers were there to start the clean-up.

  • A resident raised a concern about the new homes going in behind the Phase 2 pond. It was recommended that signs be posted on the far side of the pond that says No Trespassing. Another concern is the HOA liability if kids fall in the pond. Cliff will research the spacing requirement for the signs.

  • Peg asked about the Spectrum cable package and pricing. Property Manager shared that Spectrum is making changes to packages and pricing.

  • Art Stadlin was recognized for his role as project manager for a County smartphone app that will help save lives. The "PulsePoint" app is available for free download from the Google and Apple app stores.
