TOPICS DISCUSSED:

Property Manager -- John Hagerty retired! This was Joe Ramsey's first meeting with Hawthorn Park. Welcome Joe!

Financial Report -- Mike S reported a cash position of $95,392. The Association is running a 2012 surplus of $934 and an accumulated surplus of $53,465. This surplus continues to grow and the Board is discussing a target with Sentry. Given our exposure to potential lake problems, we may be a long way from reaching a comfortable target. Also being discussed is whether to create an official Reserve Fund, which would bind the use of these surplus funds by State law to a specific purpose.

Check Processing -- Joe got the Board set up with a new process for approving and issuing checks which should reduce the time it takes to get suppliers paid.

Activities Fund -- Not reported.

Social Director -- On behalf of Len S, Peg shared the 2012 dates for events. These are now on the Hawthorn Park web site. Anita Hamrick (Phase 1) will host the Ladies' Social.

Len S is requesting that flags be flown in Hawthorn Park on five special dates:

    • Memorial Day, Monday, May 28

    • Flag Day, Thursday, June 14

    • Independence Day, Wednesday, July 4

    • Labor Day, Monday, September 3

    • Veterans Day, Sunday, November 11

Garage Sale -- The next Garage Sale is Saturday, March 24. If anyone would like to volunteer to cook hot dogs, please contact Peg Mazza.

ARC -- Ray reported process is running smoothly. No issues to report.

Common Grounds -- Frank reported that the lawn fertilizer and insect treatment company has been replaced. The new service is expected to be better and cheaper.

Fence Issue -- Fences on or near property lines were discussed at length. The following conclusions were arrived at:

    1. If the fence is in need of paint or repair, the owner of the fence is responsible.

    2. If the fence is dirty *and* the level of dirt or mold is "below community standards," the owner of the fence is responsible. Property Management will make a recommendation to the Board if they are called to judge the level of dirt/mold.

    3. If the fence is dirty *but* not below community standards, the adjoining homeowner is allowed to clean their side of the fence.

    4. If the fence has shared ownership because it straddles the property line, ownership responsibilities are jointly shared.

Renter Problems -- Several problems were noted regarding a home in Phase 1. Property Management was authorized to take some specific actions in advance of more severe actions.

Cable TV Contract -- A new resident inquired about alternative TV providers. Mike H recapped the history. We have about three years left on the bulk agreement with Brighthouse Networks for 2-tiers of analog cable TV.

Vacant Lot Proposal -- It was proposed at the Board meeting that the vacant lot at the corner of 13th Avenue CIR NW and 92nd Street NW in Phase II be acquired by the association possibly in conjunction with Fiddler's Green for the purpose of construction a pass-through for pedestrians and cyclists. Walkers would not have to walk on busy 9th Avenue or 99th Street and could reach Robinson Preserve along sidewalks. The lot in addition could be used for a community garden. Although community members would probably need to contribute to this project, some funding may be available from government sources. This proposal will be investigated further and a report will be given at the next Board meeting.
