Crime has always been a part of any society, and just because the world has fallen to ruin following Groudon's Reign doesn't mean that crime burned up with the relentless sun! In fact, nowadays, there are many folks who try their hand at acquiring their own wealth and fortune... sometimes by any means necessary.
Even without the threat of Outlaws, the Sunswept Wastes is a very dangerous region! Needing to be mindful of protecting your property from Thieves or being prepared against potential ambushes by Bandits while out in the wilds is stressful! But as they say, laws are made to be broken and to some, anything goes in the Sunswept Wastes. There's always opportunity for those who seek it... or are desperate or immoral enough.
Stealthy and nimble, Thieves spend their time scouting out the next place to raid. Seeing how they only target towns, a lot of the goods they manage to snag are items from the General Store and Clinic, food from the Saloon and Coins from the Treasury.
Thieves meet their adversaries in the form of Deputies, but can also be targeted by Bounty Hunters if they have a Bounty on them.
Thieves are free to switch to working as a Bandit whenever they want! (Just make sure to send a Purchase Mail Ticket to the group for a job change).
As Thieves master their skills, they advance in Ranking among the Outlaws. Their Rank allows them to steal more valuable goods, which can earn them more Coins when they sell their prizes.
Note High-ranking Thieves are considered a Town Threat and can be targeted by Deputies.
Thieves working with other Outlaws and/or with their Loyal Companions tend to have a higher chance of success in stealing goods!
Causing havoc in Town during Holidays & Festivals or when the Boss plans a large-scale heist tends to earn Thieves some extra Coins in their wallets.
While similar to Thieves, Bandits primarily threaten and steal from travellers and transport carts out in the wilds of the Sunswept Wastes, rather than in towns. Because of this, a lot of their loot tend to be Meats and Pelts from Hunters, Artifacts from Recruits, and, of course, Coins. Because of their elusive nature out in the wilds, Bandits are primarily targeted by Bounty Hunters.

Bandits increase in their Ranking the more skilled they are at their jobs. Their Rank allows them to steal more valuable goods, which would allow them to gain more Coins for themselves.

Note Bandits also require a Mount if they choose to travel beyond Solara Veil's Outskirts for their looting.
As Outlaws become more skilled at their jobs, they advance in Ranking depending on how many successes they have under their belt. Higher Ranking means an Outlaw can handle more difficult jobs, which rewards them with more Coins and more valuable items.
Job difficulty is slightly randomized, but depends on the Outlaw's Rank.
Bandits can explore available locations in the Sunswept Wastes to terrorize travellers and transport wagons for their supplies. Although Bandits are out in the Wastes, they aren't responsible for finding new locations. Some areas have certain requirements in order to explore there, such as having a Mount Companion! Mounts are available for rent in the Bandit's Lair.
Below are some of the current available locations that Bandits are permitted to travel to.
Note Exploring the Wastes can be dangerous, and even the most seasoned Bandits sometimes get injured. Not only that, but Thieves can also get injured in their attempt to steal goods. If injury ever befalls you, be sure to check into the Infirmary to patch up those wounds or patch yourself up over time. It also doesn't hurt to prepare yourself with gear or a meal before leaving the Bandit's Lair.
Bandits need Mounts to be able to traverse around the Wastes for loot. All Rentable Mounts are shared within the Lair... but that doesn't stop Bandits and Thieves from being able to Tame their own Mounts if they want!
There are Mounts for Land, Water and Air, so it makes sense to have one of each potentially. More Mounts will be available as the Bandit's Lair improves!

An Outlaw keeps them, of course! But, the Items an Outlaw steals could be valuable! However, if not, a Thief or Bandit could always Sell the items to the Lair to pool funds (as is the Boss' orders...) All eventual Purchases made in the Lair help with improving it!
Every Outlaw caught is brought to the Prison for their crimes.
Those who commit crimes will be punished accordingly, facing either some Jail Time, participating in Community Service, or a combination of both... Some may even face the gallows...
Thieves and Bandits who were caught for their crimes can partake in Community Service.
That means that they must volunteer to work any Occupational Job before being granted freedom (under the supervision of an available Deputy).
The amount of Community Service submissions that are required for freedom depends on the Outlaw's Rank. Refer to the reference sheet.
Thieves and Bandits are sent to Prison when they are caught.
They have a "cooldown" depending on their Rank... or they can be bailed out to be sent out of their Jail Time... at a cost.
Alternatively, Thieves and Bandits can be broken out of Prison by other Thieves and Bandits with a Jailbreak Submission (this counts as an Occupation Submission). The more Outlaws featured in a Jailbreak Submission, the better the chance of success. A successful Jailbreak will result in the Outlaw once again being free.
Don't want to break your back working all day, but also don't want to waste away in boredom in a cell, well Thieves and Bandits have the option to do a little bit of Community Service to lessen their Jail Time.
For example, a sentence of 4 community service duties/4 weeks of jail time could be 2 community service submissions and 2 weeks of jail time, rather than 4 community service submissions or 4 weeks in jail.
Be sure to communicate this with the mods if a combination sentence is your course of action.
Note NO PLAYER CHARACTERS CAN GET KILLED... (without permission from the Mod Team).
However, NPC Bandits can be executed as a part of their Bounty if their crimes are severe enough. Executed NPCs will no longer show up as an available Bounty, and are usually higher-levelled threats.
It's tough being an Outlaw... and while many folks feel like they don't have much a choice to not steal and fall in line with the law, others may feel differently and want a "better life" for themselves.
It might be scary, but it is doable... but there may be a cost.

HOWEVER!
If an Outlaw has an outstanding Bounty on them or their Ranking is too high and they are considered a Town Threat, the Outlaw will have to turn themselves into the Sheriff's Office and pay their dues (either pay off their Bounty, contribute to Community Service, or do their Jail Time) in order to be allowed to register with the Town as a full Solaran.
By turning themselves in, an Outlaw's punishment will be diminished!
Note If an Outlaw leaves the Bandit's Lair, they will be leaving all of their "property" behind (not including Companions). That means that if an Outlaw chooses to move to Town, they will be starting out with nothing but the clothes on their back and the Coins in their purse.
