Wesseir was founded upon the principle of Rule of the people for the people. This ideology has been highly influential in the creation of the political system of Wesseir and could be generally described as a socialist nation.
In 1071 Wesseir established the first socialist government system in Illumire. Wesseir's socialist system relies on the use of opus ex mortuis. The "Work of the Dead" is the generally used term to describe the reanimation of the departed to become the labor force of the government. It is due to this cheap, efficient, and powerful labor force that Wesseir has secured such a powerful and distinctive economic and military advantage in Southern Elsvyr.
The elected representatives from each of the 10 districts of Wesseir make up the Wesserian Council and it is from this council that the representatives elect a head of the council known as the Head Lord or Lady. This 10 person council then oversees the political operations of the country, ensuring the livelihood and and security of its citizens.
The land of Wesseir has for many years been seen as a strange one by outsiders, even one of deep evil. Wesseir is described by Sir Ivan Sirel, an ethnographic researcher from Sellabin, in his published work "Arcane Cultures of Southern Elsvyr" (1127, 2nd Age).
Wesseiria as a country is a spectacle to behold. A country that, while not exceptionally large, is quite large compared to the current populous. The current living population is smaller than you may find in a large city in most major cities of the world, but here is the puzzling thing. If you were to visit its sprawling towns with their pillars of marble and meticulously clean stone streets, you would not feel anything amidst. The city's feel as though they are bustling with activity with people running hither and thither about their daily lives, large smiles plastered on their faces and bellies round with the richest of cuisine. The strangeness only begins to set in when you look for things that are not there. You will not be able to find a single beggar, a single sick or dying person, there is no trash in the streets. The strange area appears at first glance to be Utopic. However, as I’m sure you, dear reader, have already come upon my next point. There is no such thing as a utopia, and when something appears to be that way there is often a malicious cause. My first step on my journey to discover the truth about Wesseiria was to go to the local government office. Once inside I walked across a beautifully laid marble floor depicting a scene from a famous local poet and came right up to the foreign ambassador. After she patiently listened to my story she took me across the road to a monastery where she told me I may find the answers to my questions inside. She also told me however that what I find out may be difficult to process and maybe a tad frightening to the uninitiated. I opened the beautifully carved 14-foot doors into a room I can only explain as both beautiful and horrible, astoundingly gorgeous and grotesque. The floor is a solid opaque white crystal, illuminated from below in a dazzling display of magic and craftsmanship. But in the center of the room, there are more happy townsfolk, smiling warmly as can be. There is a difference however from the people wandering the streets outside. Most are older, frailer, the younger ones have all been in accidents, with blood cascading out of them. All of them looked to be on death’s door, yet they still had those beautiful, off-putting, smiles as they were being attended to by priests and priestesses in long, flowing brightly colored robes. All of these people had family and friends around them in what was to be their last moments. Hugs were given, warm tears were shed, and then the priest gives them a small vial to drink from and they pass. The families leave, but I am stuck there in a morbid fascination as the cleric begins a ritual over the now deceased. I have often been a proponent for some things that many have seen as immoral, but what I saw and felt before me wasn’t only immoral. It was unholy. The person recently passed opened their eyes, now glowing with unholy energy and stood up, the cleric directed this thing into another room where it stayed for a few minutes, to return in clothing all white, all skin covered down to their fingertips and a white, skintight, mask over their face with a thin white mesh over their eyes. The person from before was unrecognizable in this getup. A complete drone, to wander through the cities doing the work for all of the happy, happy little people. While they have no idea that their loved one is just a mere few feet away from them.

What Sir Ivan said in the before paper did hold truth, however, it was filtered through preconceived biases of right and wrong. If we were to step back for a moment and look at statistics. Of the civilized world we are currently sitting at a literacy rate of 98%, a positive birth to death ratio, 0% Homeless population, 97% of the population enjoy their lives, there is no starvation, less than 1% suicide rate, access to free healthcare and schooling. Our country has been able to find a way to maintain and improve the way of life for all of Weisseria’s population by using a resource that every other country in the world simply lets rot under their feet. There is no evil in giving your population the best life that is possible, the evil is in letting your people have a miserable life due to a dilemma over a non-issue. Our citizens know what happens after death, they except it. They understand the gifts that they have been given in this country are derived from the population giving back after their time on this planet is used up. It is a give and take. Our citizens see the truth in what we are doing and many pursue a path of holiness to better help their country thrive in the future. Having a workforce that doesn’t need rest, that doesn’t need food, that does not care about conditions nor need pay. It is a gift. You can ask any cleric if after a person dies the body is still the person. They will respond no. No, the body is merely another hunk of garbage to be tossed aside and forgotten. Is it immoral to use trash to benefit the country?
Absolutely not. Life is what matters, death matters not.
Wesseir was founded by refugees banished from Arcan in the year 637, 2nd Age. The reason for the banishment is well documented in Arcan as the trial that resulted in the legal action lasted several months and in total resulted in the expulsion of some 283 individuals for the crime of necromancy. Nicknamed "The Undead Trials" in Arcan, the legal process was presented before the king of Arcan who after several months determined the actions of the small city named Wesseiria within Arcan to have violated the laws of the gods.
From this day forward it shall be known to all peoples that the use of the dead for any reason other than to bury, burn or weep shall be seen as a crime against the order of creation. (Decleration of Law, Lord Irasan of Arcan, 637, 2nd Age)
The now banished populace fled across the Kessian River, to the secluded lands of Wesseir. There Valdavier was founded, the first city of the country that would be known as Wesseir. Valdavier eventually became a bustling hub for traders from Arcan and Kessim whose political relations only escalated to further discord between the two powers eventually leading to the War of Light in 802, 2nd Age. Valdavier's economic success resulted in the spread of its influence, eventually the entirety of the land east of the Mouth Lake flew the banner of Wesseir.
In the year 653, 2nd Age, the Weisserian Council deemed the use of necromancy legal for labor and war. Previous to this, necromancy, as a magical practice, was unregulated and likely saw general usage by the original refugees of Arcan. It was the passage of the official legislation, however, that saw Wesseir become at odds with the nation of Arcan once again. While their conflict over their defined morality continued to be a point of conflict for the nations the country of Wesseir continued to be an influencial economic power in Southern Elsvyr. In 686, 2nd Age, in order to achieve a political unity, the state established church of Kessim known as the Church of Light became the official church of Kessim. This established a firm stance of Wesseir with Kessim in the case of Arcan invasion. The influence of the Church of Light would continue to expand and by the year 800, 2nd Age, the Church of Light as a religious and political conglomerate united Cospian, Wesseir, Vendido, and Kessim under the Holy Church of Light.
In an exceptional occasion, in the year 686, Wessier was brought under the collective banner of the Church of Light even though their public policies directly contrasted with the fervent anti-necromatic policies as well as the generally authoritarian structure of the Church of Light. Nevertheless, the impact of the unity strengthened the political power of the Church and also created strong bonds between the nations of Kessim, Kaldun, and the growing Wesseir. The treaty which marked this occasion was dubbed "The Strengthening of the Light" as a statement that secured the political bond between the nations existing under the religious rule of the High Priest. The belief centers around the presence of an omnipresent and all knowing diety of light who created the world with their (her) hand. The tenants of the church focus on the path to enlightenment through honorable and holy living but the teachings are modified slightly in Wesseir. The mortal plane, according to Wessierian tradition, is the realm in which the shadows meet the light, so one must live honorably in enlightenment but may utilize the powers of the shadows to accomplish the leisure that is required to truly live rightly.
