𝐃𝐈𝐍𝐀𝐃𝐈𝐀𝐖𝐀𝐍, 𝐀𝐔𝐑𝐎𝐑𝐀| The Ifugao State University (IFSU) Administrative Council (AdCo) convened for a three‑day Strategic Assessment and Target‑Setting and Cascading Workshop on December 8–10, 2025 at D’ Elmer’s Resort and Convention Hotel to evaluate institutional performance for 2025 and establish calibrated, data‑driven targets for fiscal year 2026. The activity forms part of the University’s annual governance cycle, ensuring alignment with national development priorities, regulatory mandates, and international frameworks such as the United Nations Sustainable Development Goals (SDGs).

In a comprehensive presentation, Vice President for Academic Affairs Dr. Jennifer Garingan-Dait outlined the consolidated OVPAA 2026 performance targets, which were subsequently cascaded to all academic departments through their respective directors. Drawing from the University’s four flagship goals, Academic Excellence, Strong Research Leadership and Culture, Sustainable Extension and Community Engagement, and Excellent Public Service and Good Governance, Dr. Dait detailed the academic sector’s commitments across key result areas, including accreditation compliance for undergraduate and graduate programs, CHED Certificate of Program Compliance (COPC) targets, Center of Excellence/Development (COE/COD) program aspirations, TESDA‑aligned certification outputs, graduate employability benchmarks, licensure examination performance indicators, scholarship distribution rates, enrollment in CHED and RDC priority programs, instructional materials development, faculty qualification targets, internationalization metrics, and student services satisfaction thresholds. The cascaded targets, anchored on the OVPAA’s mandate, reflect a deliberate effort to standardize academic quality across campuses and reinforce institutional accountability.

A major component of the workshop was the workshopping and finalization of the Office Performance Commitment and Review (OPCR) for 2026. In alignment with the cascaded academic targets, Dr. Jennifer Madonna G. Dait completed the OVPAA OPCR, ensuring that all quarterly deliverables and performance indicators were coherent with university‑wide goals and regulatory requirements. After finalizing and signing the document, Dr. Dait immediately submitted the accomplished OPCR, reinforcing the office’s commitment to evidence‑based planning, performance rationalization, and strengthened internal monitoring systems, key elements in sustaining institutional competitiveness and operational efficiency

IFSU President Dr. Eva Marie Codamon-Dugyon, in her address to the AdCo, reflected on her seven‑year leadership trajectory and reaffirmed the University’s commitment to its vision anchored on internationalization, innovation, and sustainability. She emphasized the strategic value of the annual assessment exercise in tracking institutional progress, identifying best practices, and addressing performance gaps. Dr. Dugyon also expressed appreciation to the AdCo for their steadfast support, commending their collective efforts in transforming “impossible to possibilities” in service of the University and its stakeholders.

The workshop, which combined technical planning sessions with team‑building and a Christmas fellowship program, reinforced leadership cohesion and strengthened the University’s shared commitment to advancing academic excellence and institutional development. As the OVPAA and its constituent departments move toward the implementation phase, the 2026 cascaded targets and finalized OPCR are expected to guide the University’s academic operations with greater precision, coherence, and strategic intent.
