𝐈𝐅𝐒𝐔 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐏𝐮𝐬𝐡𝐞𝐬 𝐅𝐨𝐫𝐰𝐚𝐫𝐝 𝐂𝐞𝐧𝐭𝐞𝐫 𝐨𝐟 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐞 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐢𝐧 𝐇𝐲𝐛𝐫𝐢𝐝 𝐌𝐞𝐞𝐭𝐢𝐧𝐠
𝐈𝐅𝐒𝐔-𝐎𝐕𝐏𝐀𝐀 | 𝟎𝟏-𝟎𝟕-𝟐𝟓 | The Ifugao State University (IFSU) Office of the Vice President for Academic Affairs (OVPAA) spearheaded a hybrid online and onsite meeting at the IFSU Administration Multipurpose Hall to orient the College of Education deans and program chairs of the Bachelor of Elementary Education (BEE) and Bachelor of Secondary Education (BSE) programs from the Lamut, Lagawe, Potia, and Tinoc campuses on the application process for the Teacher Education Center of Excellence (COE). The activity was facilitated by Vice President for Academic Affairs Dr. Jennifer Garingan-Dait, who thoroughly explained the mechanics, guidelines, and requirements of the application, ensuring that all participants were aligned with the national standards and timelines.
The meeting was attended onsite by Dr. Dess Gano-Nangpuhan, Dean of the College of Education at the Lamut Campus, together with the program chairs for BEE and BSE. The other participants, including the College of Education deans from Lagawe and Potia campuses, as well as Dr. Elpidio Basilio Jr. Campus Executive Director of Tinoc Campus, joined via the Zoom meeting platform.
Discussions highlighted the provisions of TEC Circular No. 01, series of 2025, which lays down the system for identifying and designating Teacher Education Centers of Excellence. Dr. Dait guided the participants through the official rubric and reference guide, which detail indicators of institutional quality such as faculty qualifications, curriculum innovation, student services, research productivity, extension programs, and licensure performance. The group also examined the roles of National and Regional COEs as mandated by Republic Act No. 11713, the Excellence in Teacher Education Act, emphasizing their responsibilities in advancing research, curriculum development, mentoring, and community engagement.
To ensure compliance with the national timeline, the OVPAA set the working taskforce deadline for January 8, 2026, aligning with the Application Form Completion Period (December 13, 2025 – January 23, 2026) and the Document Submission Period (December 13, 2025 – February 13, 2026). During the meeting, participants were given ample time to accomplish the 69-page TEI Self-Assessment Report, a critical requirement that links annotated Means of Verification to the rubric indicators. This report will determine whether IFSU’s BEE and BSE programs meet the passing score for COE designation.
The meeting concluded with a unified commitment from all campus deans, program chairs, and directors to consolidate the required documents into the official TEI e-Portfolio. This includes COPC or Government Recognition certificates, data privacy consent forms, notarized declarations, annotated MOVs, and the self-assessment report. Once completed, these will be uploaded to the TEC-provided submission link, with confirmation to be sent to the Secretariat.
Designation as a Teacher Education Center of Excellence will position IFSU’s College of Education as a benchmark institution in teacher education, entitling it to recognition, targeted financial support for research and curriculum development, and scholarship opportunities under the Teacher Education Scholarship Program. Dr. Dait emphasized the importance of timeliness and collective effort, stressing that the College of Education must seize this opportunity to showcase institutional excellence and contribute to national directions in teacher education.
