5.2. Citizenship

The Naha people can lose their citizenship, or foreigners can earn it. A citizen enjoys the full protection of the law, non-citizens do not.

Non-citizens fall into the following classes: -

Zidgam

One who is in care. The carers take full responsibility for these people. This includes children, the mentally incompetent and the insane. Children normally become an 'adult' at the age of fifteen, although this can vary from data supplied by their 'katim'.

Nojhegheam

A tramp. One who eschews work and lives outside the system. These people can be arrested an re-integrated into society. Sometimes they are treated as being mentally incompetent and reclassified as 'Zidgam' once a home has been found for them. Often they are kept in specialized 'nahum'.

J~dosoteme / Krisam

People convicted of a major crime. The arresting police or the 'nahumar' running the prison is responsible for these people. Note that prisoners of minor crimes are rarely incarcerated.

Citizens who are bound to a ? Nahum until they can repay their debt.

People of other cultures who are considered to be neutral or allied to the Naha.

Samam

People of other cultures who are, by default, considered to be a threat to the Naha. As no Naha can take responsibility for these they are traditionally considered hostile. Samam are not usually treated with respect and even considered 'non-human'. The law specifically does not protect Samam.
