Thelema originated in Cairo, Egypt, in the early 1900s by Aleister Crowley, an English writer, mystic, occultist, and ceremonial magician.
The Book of the Law is the source book and key for Thelema. It teaches "do what thou wilt shall be the whole of the law" and "love is the law, love under will."
