Tolli is a city located at the mouth of the Dalian river where it meets Lake Teleosh. Tolli once flourished on the massive Fees, taxes, and tariffs imposed on sailors seeking to cross between the Farissian Gulf and the Windlash Sea. It's economic success was predicated on the functionality of the Copper Gates in the east; an ancient dwarven structure that used locks and pumps to move ships between the varied sea levels. Since the Copper Gates broke down 3 years ago, Tolli is in economic ruin. It's inhabitants frantically seek alternate economic ventures, as well as a way to restore functionality to the gates.
