New Habira, built over the ruins of Old Habira, is the trade center of the world. It uses a cast system, ruled by an oligarchy. Slavery is legal and essential to the financial success of most Habiran citizens. The city is known across the world for exporting many varieties of spice. Peppers and other herbs and vegetables grow much better in the Guilded Gulf, so Habira has a near endless demand for these flavorful commodities. The city also has a high crime rate, due to the ever-present exchange of gold. Habira exports some rare spices that are illegal in other nations.
