Exodus 20:18 then you speak to us Moses but lest not God speak to us lest we die. They did not want a personal relationship with God. They wanted Moses to speak to them. God's original intention was not a set of laws but relationship like they had in the garden of Eden. when Moses and the Israelite's arrived at Mount Sinai God did not initially give them any laws . instead God invited them to the base of the mountain to speak with him. Exodus 19:11 they were all welcome and he invited them to be a kingdom of priests Exodus 9:6 . just as God had planned for humanity when he created Adam and Eve Genesis 2:7 but when God drew near them they were afraid. Exodus 19: 16 due to their fear they ask that Moses be the mediator between them and God. so although God desired a personal one on one relationship with each Israelite they rejected relationship and wanted Moses to be there mediator. They also did not believe they could conquer the Giants. in absence of relationship they are given the law. Exodus 20. I showed above God offered them relationship they rejected it. He gave them the law having Moses tell them what's right and wrong instead of relationship with God. Hebrews 3:18- 19 because of their unbelief they were unable to enter his rest. Speaking of those in the wilderness. If you're looking for a Scripture that outright says God did not want law I do not know of one. The ones I have given when put together prove that God did not want law. He offered them relationship but they wanted someone to tell them what to do and that was Moses. What did God do. He gave them the law instead of rest because of their unbelief.Heb.3:11
