Call to Order - Cliff called the meeting to order at 7:07 p.m. A quorum was established. Reading of the minutes from last year was waived.
Opening Comments - The meeting this year was earlier than usual in order to get the dues coupons out in time. RIch Bonneau is collecting additions and changes for the Annual Directory, which will be published at the end of the month.
Grounds - Alan shared that new plants will be put in for the holidays. There is also some sod going in. There are new lights in the front entrance on the sign and the trees.
Social - Peg reminded everyone of the garage sale Saturday the 17th. Peg's neighbor will put the signs out, and it will be advertised in the paper. Blair will advertise the sale on Facebook. Peg also explained that the Holiday Party is coming up. It will be held at the Sharon Hightower home (9247 13th). Peg requested help on a planning committee. Volunteers, please contact Peg.
ARC - Floyd reviewed the three ARC requests that have been approved since the past meeting.
2018 Budget - Donna gave results as of the end of September, the latest data available. We are right on budget for 2018, with expenses at 75-percent of annual budget. At this time there is only one homeowner behind on dues.
Elections - The 4 term-expiring Board members were nominated for re-election, and they all accepted except Alan. Brian Gillen (1110 93rd) nominated himself. He has previous experience on a condo board! All 4 were elected:

Board Assignments - An organizational meeting will be held to appoint each Board member to their 2019 role.
IRS Ruling - Shana explained the IRS ruling to avoid taxes by rolling over the budget surplus to the next year. The Board voted to accept the motion to roll the surplus forward, thereby complying with the IRS ruling.
Owner / Audience Comments & Questions:
Sidewalk Cleaning - Donna explained it's in the 2019 budget to clean them May and November. This does not include the curbing. Bids for the work have been received. The sidewalk cleaning will include sidewalk crossings of concrete driveways. Paver driveways will not be cleaned. A suggestion was made to apply a high quality sealer on the sidewalks so pressure washing could be done only every 5-years. Donna will call the county regarding the 9th Avenue sidewalk in front of the large pond to request cleaning.
Mandatory Cable TV - Blair advocated that we change our by-laws to eliminate the need to buy a bulk contract with cable TV. This generated discussion, mostly in favor. Blair will be taking a lead on this issue. Dave Armstrong, a strong advocate for this issue in the past, offered to work with Blair.
Bylaws - Donna suggested we carefully review the by-laws and make a list of *all* changes needed, so the legal expenses in changing the bylaws for cable TV can help offset the cost of other changes. It will be greatly less expensive if we make all changes concurrently.
Solicitors - Some residents have had issues. But on the other hand Alan and Floyd have been proactive in kicking them out.
2019 Budget Concerns - The reasons for the increases in postage / printing, for backflow inspections, for the electric bill, and for the irrigation were reviewed. Floyd will check on the electric meter that appears to be inactive to determine if we are being billed a customer charge for having the meter.
Dues Bills - It was suggested that paper bills be replaced by auto-banking and credit/debit cards, as a way to lower postage and paper expenses, while also getting payments more reliably.
Fines Committee - The Board asked for volunteers for a Fines Committee, which fell flat. Shana explained that fines could be used for issues related to appearance items. A suggestion was made to use email to request compliance instead of postal letters. Floyd and Cliff explained that registered letters need to be sent by postal mail, and that expense is billed to the homeowner involved.
Greeter - Wendy has welcomed new residents for several years! She has decided to pass the torch. No volunteers arose from membership at the meeting. We will advertise for a greeter in NewsFlash.
2019 Budget - The budget was approved unanimously.
