Once you have moved into your accommodation, you must register your residency at the local ward/city office of your area. This must be completed by the designated date instructed by the International Education Promotion Group (USTEP Office). You must take your residence card and passport with you in order to register.

宿舎に入居した後は、居住地の地域を管轄する区役所または市役所で住民登録を行う必要があります。登録は、国際教育推進グループ（USTEP担当）から指定された期日までに完了させなければなりません。住民登録の際には、在留カードとパスポートを持参してください。 

USTEP students must enroll in the National Health Insurance (NHI) Program regardless of whether they may already have obtained an insurance in the home country. This is a strict legal requirement in Japan. To enroll in the NHI, you must go to the relevant section in the municipal office where you register your address, taking your residence card with you. The insurance fee will vary depending on which municipality you live in and some other criteria, so please contact the NHI section of your municipal office for more details. (Usually, it is around JPY 1,200 to JPY 1,500 per month for students.) Under this required health insurance program, whenever you receive medical treatment for an illness or an injury, 70% of the medical expenses and medicine costs will be automatically covered by the NHI so you only need to pay 30% at the hospital. 

*You cannot enroll in the National Health Insurance until you complete resident registration. Therefore, we strongly recommend that anyone who expects a gap between their arrival in Japan and securing or moving into their residence should obtain travel insurance beforehand. 

Starting from December 2, 2024, a system has been implemented to use the "My Number Card" as a health insurance card. After obtaining the My Number Card, please register it for use as a health insurance card. (*See the next section for further explanation of "My Number" system and "My Number Card") 

However, as the issuance of the "My Number Card" takes time. While waiting for issuance, please bring the "Eligibility Verification Certificate (資格確認書; Shikaku kakunin sho)" provided by the ward office or other municipal offices during the health insurance enrollment process when visiting medical institutions or pharmacies.

USTEPの学生は、母国で保険に加入している場合であっても、日本の国民健康保険（NHI）に必ず加入しなければなりません。これは日本の法律で厳格に義務づけられているものです。国民健康保険に加入するには、住民登録を行った市区町村の役所の該当窓口で、在留カードを持参のうえ、手続きを行ってください。保険料は居住する自治体やその他の条件によって異なりますが、学生の場合は通常、月額1,200円〜1,500円程度です。詳しくは各市区町村の国民健康保険担当窓口にお問い合わせください。この保険制度に加入していると、病気やけがで医療機関を受診した際に、医療費や薬代の70％が自動的に国民健康保険で負担され、自己負担は30％で済みます。

※住民登録を完了しなければ、国民健康保険に加入することはできません。そのため、日本到着から住居の確保・入居までに時間が空く可能性がある場合は、渡航前に旅行保険などに加入しておくことを強くお勧めします。

2024年12月2日より、「マイナンバーカード」を健康保険証として利用できる制度が開始されました。マイナンバーカードを取得後は、健康保険証として利用できるよう登録を行ってください。（※マイナンバー制度およびマイナンバーカードについての詳細は次のセクションをご覧ください。）

ただし、マイナンバーカードの発行には時間がかかるため、発行を待つ間は、国民健康保険加入手続き時に区役所等で発行される「資格確認書」を、医療機関や薬局を利用する際に必ず持参してください。

Once you have registered your address at your local municipal office in Japan, you will be assigned with a “My Number” (an individual number). A letter containing your “Individual Number Notice” will be sent to your registered address, so please keep it in a safe place once you receive it. My Number will be required for your identification for occasions such as when you work part-time jobs or when you apply for the move out or move in procedures at the city (ward) office. Never provide your My Number to a third party without knowing the purpose of use, and do not lend or borrow My Number Cards from/to others. In addition, since My Number is a lifetime number, please keep it in a safe place, even after returning to your home country.

The "My Number" as an individual number is automatically assigned and notified by post, but the issuance of a physical "My Number Card (Maina Card)," which can be used as an identification card as well as the previously mentioned National Health Insurance Card (My Number Health Insurance Card; Maina Hokensho), requires a separate procedure. The application for the card issuance is done at the city (ward) office after you receive your “Individual Number Notice” by post, but it generally takes about one to one and a half months to be issued (depending on the municipality).

日本の市区町村役所で住所登録を行うと、「マイナンバー（個人番号）」が付与されます。登録住所宛に「個人番号通知書」が郵送されますので、受け取ったら大切に保管してください。マイナンバーは、アルバイトをする際や、引越しの手続き（転出・転入）を市区町村で行う際などに、本人確認のために必要となります。利用目的がはっきりしない第三者にマイナンバーを教えたり、マイナンバーカードを他人に貸したり借りたりすることは絶対にしないでください。また、マイナンバーは生涯を通して同じ番号が使われるため、帰国後も安全な場所に保管してください。

なお、「マイナンバー（個人番号）」は自動的に付与・郵送されますが、本人確認書類や国民健康保険証（マイナ保険証）として使用できる「マイナンバーカード（マイナカード）」の発行には別途申請手続きが必要です。カードの申請は、「個人番号通知書」受領後に市区町村役所で行いますが、カードの発行には通常1か月〜1か月半程度かかります（自治体によって異なります）。

The National Pension is a public pension system in Japan that pays out when members reach old age or when they become disabled. People between the ages of 20 and 59 living in Japan, even if they are foreigners, are obliged to join the national pension system and pay insurance premiums if they are eligible for resident registration. Students with no income can apply to have the premium payment deferred. When you apply to join the National Health Insurance at your ward office, etc., don't forget to apply for the National Pension Insurance "Student Payment Special System."

国民年金は、日本における公的年金制度で、加入者が高齢になったときや障害を負ったときに給付されるものです。日本に住民登録のある20歳以上59歳以下の人は、外国人であっても国民年金に加入し、保険料を納める義務があります。収入のない学生は、保険料の納付を猶予する「学生納付特例制度」に申請することができます。区役所などで国民健康保険に加入する際は、忘れずに国民年金の「学生納付特例制度」にも申請してください。
