In order to formalise and support the implementation of a Quality approach within the IOD, four framework documents have been designed to present the different pillars of the SERA approach, the issues and imperatives at stake, and the roles and responsibilities of each.
The SERA Quality Framework sets out the Quality objectives to be achieved and the series of actions and resources, in terms of monitoring, evaluation, accountability and learning, to be implemented within the international action.
For each of the different pillars of the MEAL approach, the other three frameworks set out the concepts and definitions, the reference standards and norms, and the principles for implementing the monitoring-evaluation, accountability and learning systems at the IOD.
The present institutional framework for Quality and Monitoring, Evaluation, Accountability and Learning (MEAL) establishes the framework for a formal and coherent quality management system for actions, aimed at continuous improvement of operations, practices and operational interventions.

Accountability framework
The FRC Accountability Framework presents the definitions, key concepts, their challenges, the methods of implementation of an accountability mechanism as well as the roles and responsibilities of each person for its implementation.
