The initial diagnostic phase is the first stage of the project cycle. It involves collecting data (both secondary and primary) in order to assess the needs of the affected populations and determine whether we can help to meet them. The information collected will then be used to inform the strategic planning of the Delegation and the HNS and to design a high-quality project.
This initial diagnostic phase, also known as an exploratory mission, allows for an analysis of the context of the area of intervention envisaged in order to understand the situation and the impacts of the crisis or disaster (comparison before/after crisis), the stakeholders, the risks, the needs of the affected populations (taking into account specific needs related to gender, disability, etc.), a joint analysis by FRC-HNS of the existing capacities and resources of the two organisations, etc.
The diagnostic phase must be carried out with the HNS, via a participatory approach, which encourages community involvement and the involvement of the relevant stakeholders.
