Transfer of Rights at Age of Majority
Reminder: Unless a guardian has been appointed and the district has legal documentation of this, a student takes on parental authority and rights at age 18. This is explained on the transfer of rights form as follows: (Date and HighSchool student name are fake)

Release of Information
A release of information form is required when the school obtains or provides information to an outside individual or agency. It must be signed by the parent.
Whenever possible, utilize the form under the student's SpEd Forms or 504 Forms as it will autofill key information and allow you to type or write in on a printed version additional information.

No. In the state of Minnesota, a district may request records when a child has been enrolled in their district. Typically, a formal written request for records is exchanged. At BCCS, all special services records requests should be handled by Krystal Jenson, Reporting and Compliance Admin. Asst.
Yes. Exceptions are enrollment in another district, mandated reporting, and emergency circumstances where there is a significant threat and information is needed for safety.

Consult special services leadership. Keep in mind that special education compliance has guidance for this and that just because other school staff have identified that someone can do certain things for a student, does not mean that serving as the legal parent for special education applies as well.
