This is just a coiled pile of Raw Pasta made of ordinary wheat. It is sold from Sal the Traveling Food Vendor for 4 Currency.

It is an ordinary coiled pile of raw pasta made of non-anomalous wheat.  

Effects

Upon boiling the pasta in a standard pot of water, the water will change colors and will also anomalously start emitting light. After the cooked pasta is done, consuming the pasta will cause the individual to become intelligent for 25 minutes, in contrast to the Jug of Milk which will last longer at 1-2 hours.
