Voices Rising: UNICEF's Social Listening Mechanism in Mozambique
April 2025 — In the context of Mozambique's multifaceted challenges, such as political instability, natural disasters, and public health crises, the significance of effective communication and community engagement cannot be overstated. Recognizing the pivotal role these mechanisms play in addressing critical issues and enhancing the welfare of Mozambican citizens, UNICEF Mozambique has taken a proactive approach by implementing robust social listening mechanisms. These mechanisms serve as invaluable tools in gaining insights into community concerns, monitoring the spread of rumors, and generating actionable data for informed decision-making. By leveraging social listening technologies, UNICEF is well-equipped to navigate the dynamic landscape of Mozambique's social dynamics, ultimately contributing to more targeted interventions and initiatives that positively impact the lives of the country's residents.
Social Listening Mechanism
UNICEF Mozambique uses an integrated approach combining offline and online methods:
On-ground Offline Listening: Engaging directly with communities through field visits, community meetings, and local events. This method allows for firsthand information gathering about the concerns and needs of the people, especially those who may not have access to digital platforms. By physically being present in communities, UNICEF ensures that even the most marginalized voices are heard and considered.
Online Listening: Monitoring social media platforms, online forums, and other digital channels to track discussions, identify trends, and understand public sentiment. Tools such as YouScan are used to gather data from platforms like Facebook, Instagram, TikTok, Telegram, and more. This online listening component ensures that UNICEF stays up-to-date with the digital conversations happening across the country.

The social listening mechanism employed by UNICEF Mozambique follows a structured process to ensure that the gathered data is actionable and informative:
Rumor and Trend Tracking:
Identification: Actively monitoring both online and offline channels to identify emerging rumors and trends that could impact public perception and behavior.
Verification: Cross-referencing information from multiple sources to verify the accuracy of identified rumors and trends.
Categorize and Visualize:
Data Organization: Collected data is organized into specific categories such as health, education, and safety to streamline analysis.
Visualization Tools: Utilizing tools like dashboards and infographics to visualize data, making it easier to identify patterns and insights.
Actionable Insights:
Analysis: Analyzing the categorized and visualized data to extract meaningful insights.
Decision-Making: Using these insights to inform decision-making processes, ensuring that interventions are targeted and effective.
Communication Strategies: Developing tailored communication strategies to address identified issues and concerns, ensuring messages resonate with the target audience.
Feedback Loop:
Community Feedback: Continuously gathering feedback from the community to assess the effectiveness of interventions and communication strategies.
