Norms for Change: Training Package in Social Norms Programming & Measurement

September 2022 This document has been developed by UNICEF Eastern and Southern Africa Regional Office (ESARO) SBC, in collaboration with the Western and Central Africa Regional Office (WCARO) SBC and Headquarters, as part of a project aimed to allow participants to understand the characteristics and benefits of well-designed social norms change programmes and equip them with the skills they need in their work.


Building directly on the Needs Assessment, this Training Package aims to provide the stakeholders of social and behaviour change on harmful practices (in particular, child marriage, FGM, and sexual and gender-based violence) with the skills and tools (emotional, cognitive, and technical) to design, implement, and measure social norms change programmes.


The training is divided into 3 key sections:

(1) Building the foundations, which builds learning and understanding of the theories and concepts that underpin social norms;

(2) Making it practical, which equips participants with the skills to design effective social norms change programmes;

(3) Rolling up our sleeves, which equips participants with skills to implement and measure social norms change programmes.


The training package is available in English and French and consists of a training manual for facilitators, a complete slide deck to accompany facilitation, and a set of handouts for the participants.
