'Public PCs' are a unique mechanic for Sliver. Recalling Lone Tree, something it struggled with was a lack of people besides the PC students - there were only a few teachers that made occasional appearances. Lone Tree felt busy, but it didn't really feel like a school a lot of the time.
Public PCs are inbetween a normal PC and an NPC. They can be used like a normal character, but are not your main characters. They allow players to take a greater role in defining the story as well as GMs by creating (or re-creating) extra characters to complement the backstories of the first-years, and to develop the schools and Sliver as settings.
They aim to keep the pace of the action up, even when a GM is not present - rather than having to talk with one another to kill time, players can use a public PC to help start a new plot-thread or to fill on an existing one. They can also be used to dip in and out of conversations. To be clear, as the name implies while they'll probably be operated primarily by their creator, the can be used by anyone (within reason, please don't try and do things with them which obviously goes against their character.)
As they're more powerful and occupy different positions (they're the senior students, tutors and important adult figures of Sliver), I hope this satisfies people who don't like playing purely fledgling characters; and further, lets as many people as possible lend their writing voices to Sliver's story. It should also mean that even in a large or very large cast there would be many less totally-abandoned characters than usual, as even if a creator becomes bored with their public PC, they'll still be referenced and used at least occasionally by other players.
The Application Form:
Very similar to the first-year one, but simplified. There're three new/altered points, though.
Allegiance... is similar to the 'school' brief of the first-year app, but can include other categories such as 'North', 'Centre-South', 'Naraida' and 'Neutral' for those who either aren't tutors or senior students at a particular school, or are but don't much care about it.
Job Titles... say where your character fits in Sliver. These include simple titles like third or fourth year student, tutor, school nurse. They also cover more complicated ones like a ranking in a city's hierarchy, or 'Elysium MP' which means they have a seat on the government in the capital. Also popular (particularly for Centre-Southerners) is a combat-class title.
Reputation... describes how they're seen by other groups they have contact with, such as at their school; in their hometown, or by their opposite side. This may be an extremely close mirror of their personality or be very different.
Since the value of a Lichthart diploma is variable around Sliver, combat-class titles are a stringent way to guarantee a certain level of capability. Combat-class titles are given in 5-types - D-Class, C-Class, B-Class, A-Class and S-Class; in all five class types. By the way, first-years IC will be able to earn these qualifications as well through events.
They technically use the Sliver IC titles (Impassioned, Inspired, Forgotten, Epiphany and Eclectic), but if you use the normal ones that's OK too.
For examples of how powerful this'd purport your character to be,
A D-Class Impassioned can probably pick up a spade and smack it over the heads of a few beasts,
A C-Class Impassioned is a capable fighter fit to serve on a town or city guard,
A B-Class Impassioned is a skilled combatant capable of taking the heat and returning that with interest on missions around Sliver's fringes,
An A-Class Impassioned is a very superior warrior fit for enduring sustained punishment without rest and downing high-class beasts,
And an S-Class Impassioned is a colossus, cleaving through earth and sky with each swing; and for whom being eaten alive or crushed in a landslide is basically an inconvenience.
