It's whatever anyone says it is;
however in the context of project management it's supposed to be the first place you look to see what's going on with "a" project. However a lot of vendors show dashboards that show what's going on with multiple projects - which most PM's would say is a collection of (unrelated) projects - the word portfolio is often used.
