10.5.x Delegation of hri07e Signing Authority
For hri07e projects (only):
The default Signing Authority is the Project Owner (only) although for larger projects there may be an advisory or governing or investor's board which has been contractually obligated to approve the Project Owner's signature as well.
The Project Manager must be enabled to authorize and approve spending for each work order at some level - from which lower order work orders are assumed to inherit that permission. Work orders on the same level must be individually enables to delegate signing authority from the Project Owner to the Project Manager.
