2.0 Purpose: To collect basic data, procedures and other information in an organized topical format suitable for journeyman practitioners of a (typically) niche area of expertise.
3.0 Usage: Handbooks are intended as guidance and reference material for journeyman level practitioners and are not meant to be tutorials, but rather a reminder and data source for the most commonly used procedures and problem solving methods of the trade. Handbooks may come in all shapes and sizes and any given SIG may have several of them for niche skill sets.
Two other formats Handbooks are NOT are CDID's and Standards - which are much more complete and have contract implications. Using the excuse "I was just following the handbook" will not save your case in court. [1]
