Panamá Hub digital es la Estrategia para el Desarrollo del Sector de las Tecnologías de Información y la Comunicación (TIC) para los próximos 10 años, que tiene como principal objetivo que Panamá se convierta en un Centro de Innovación Digital.
Para ello, el Gobierno panameño y el sector privado ya han ideado una serie de estrategias para llegar a lograrlo. Dichas estrategias están apoyadas en 4 pilares fundamentales, las dos primeras son el talento humano, o recurso humano especializado en el área tecnológica, infraestructura tanto física como social, esto incluye factores materiales y sociales del entorno que facilitan o entorpecen las posibilidades de innovación en el sector.
Los otros dos son recursos financieros, y marco legal y regulatorio. La Estrategia crea un mapa a seguir de programas y proyectos coordinados para lograr los objetivos estratégicos, para promover relaciones de clúster y recursos suficientes para hacer al sector TIC competitivo a nivel internacional.
Para lograr desarrollar estos dos primeros pilares, ya se han realizado alianzas entre instituciones educativas como el Instituto Técnico Superior Especializado (ITSE), la Universidad Tecnológica de Panamá (UTP), Universidad de Panamá entre otros centros de educación superior.
Y como se trata de una agenda de país también se logró un importante acercamiento con la Autoridad Nacional para la Innovación Gubernamental (AIG), Secretaría Nacional de Ciencia, Tecnología e Innovación (SENACYT) y la Cámara Panameña de Tecnologías de Información e Innovación (CAPATEC); entre otras.
Los centros de innovación tecnológica y de investigación también se unen a este esfuerzo por lograr que Panamá se convierta en un Hub de tecnología. Para ello, se ha creado el primer Observatorio Panameño de Tecnologías de Información y Comunicación (OPTIC), que tiene como objetivo comprender la evolución y perspectivas del sector TIC de Panamá. El Observatorio definirá información e indicadores del sector que servirán para elaborar políticas públicas y para el desarrollo de estrategias de mercado.

To develop these first two pillars, alliances have already been made between educational institutions such as the Specialized Higher Technical Institute (ITSE), the Technological University of Panama (UTP), University of Panama among other higher education centers.
And as it is a country agenda, an important rapprochement was also achieved with the National Authority for Government Innovation (AIG), National Secretariat of Science, Technology and Innovation (SENACYT) and the Panamanian Chamber of Information Technologies and Innovation (CAPATEC); among others.

I believe both tools are very accurate however it will be up to us to decide, which translation is more acceptable than the other.
With this particular piece of text, I found the MT tool more useful and very friendly to be used than the Cat tool.
