If you want to lead a faction that has an active leader, this page explains how to forcibly take over leadership.
If the faction's leader is inactive you can just take leadership peacefully using /apply.
Case 1: the faction doesn't own their capital territory.
A faction's capital territory can be seen using /fcapital
In this case you can declare a faction overtake battle.
There are two differences between a normal battle and a faction overtake battle:
Faction overtake battles must be in the contested faction's capital territory.
If the defending leader loses, no loss penalties are paid. However, if the attacking leader loses, the standard 10,000 coin loss penalty is still paid by the leading attacker to the victorious leading defender.
Case 2: the faction owns their capital territory.
In this case you can declare a faction overtake siege on their capital territory.
If the defending leader loses, no loss penalties are paid. However, if the attacking leader loses, a 10,000 coin loss penalty must be paid by the leading attacker to the victorious leading defender.
Anyone helping you in a faction overtake conflict must meet at least one of the following criteria:
They must have been in the faction being overtaken for at least 7 days, or
They must have been in that faction's alliance for at least 7 days, or
They must have been factionless for at least 7 days.
Anyone helping you must also be active on the server.
