Toenro comes from "Tokuen ro Mi," an Estarese phrase meaning "Soul of the Land of Fire." In the present day, is the collective name of various organized crime groups operating in Estary. These clans were born out of a failed independence movement that tried to assassinate an imperial princess during the days before Estary joined the empire. When they failed, they turned to crime to support themselves. In the century since, the goals and attitudes of these groups has changed considerably.
Much of their early concern was born out of a fear that their ancestral faith of animism would be replaced by Nyrellanism. Spiritism was born in Estary to address the concerns of people such as them. As Spiritism became more prevalent, and it became apparent that many of Estary's animist traditions would be able to continue unperturbed, popular support for Toenro began to wane.
In the face of this decline in support, many in Toenro turned to crime to stay relevant and maintain some sort of control. Many of these people would raise their children in this lifestyle, who would go on to raise their own children within it.
In the early 1020s RD, one such Toenro clan called Hououtai would take a new approach. Their leader believed that the original intent behind Toenro—a love for Estary and its people—had been perverted and corrupted, and needed to be reclaimed. He then made it his mission to use his power and resources to control and regulate the crime other Toenro clans engaged in in order to curb the worse abuses and ensure that those who would be feeding their vices regardless did so in a relatively safe manner.
