The Scouts are an international co-ed scouting organization. With an active membership of over 4 million, and an alumni network numbering in the tens of millions, it is the largest of its sort on all of Unios. Geared towards youth between the ages of 6 and 16, the Scouts teach their members crucial survival and interpersonal skills, with many alumni crediting the organization for helping them navigate the difficulties of early adulthood.
Even though active participation in the organization ends at 16, the Scouts are a pseudo-fraternal lifelong commitment, with alumni being able to draw on their connections for various forms of assistance should they run into difficulty later in life.
Select adult alumni within the Scouts act as operatives for the organization and its leadership, steering the world in ways that they believe are in the best interest of its inhabitants. Instilling loyalty in the organization and its founding principles—which some might call indoctrination—is at the core of the organization's private dealings, with its wide membership giving it access to politicians, business moguls, Overseer operatives, military personnel, or any other number of influential people.
The leaders of the Scouts issue orders based on their believe of what will be best for Unios and its people in the long run. Short term suffering in the name of enduring prosperity is a price worth paying in their eyes. Keenly aware of how unpopular this ambiguous morality would be, the only people aware of this part of the Scouts operations are the Scouts involved themselves. The few whistleblowers who've alerted governments of the world to their actions are also Scouts who turned down this work.
For both their public facing and private operations, the Scouts operate by the motto of "Honor, Integrity, and Justice for All."
