The Training Evaluation Manual aims to contribute toward the consistent and standardized practice of assessing the value and effectiveness of training investments across the various DAR offices. It is intended to provide users with shared perspectives on learning and development and training evaluation, as well as the framework, processes, guidelines, methodologies, and tools that will enable them to plan for evaluation, develop tools, evaluate training interventions, analyze data, and use evaluation results more purposively and meaningfully.
The Manual is designed to be more of an enabler or handrail to guide users, rather than a constricting handcuff that will limit innovations and continuous improvement in carrying out training evaluation.
