The critical role of competency development in driving employee and organizational success has captured the attention of human resource practitioners. As a result, it has been integrated as a core element of human resource (HR) practices (Delamare Le Deist & Winterton, 2005; Lawler, 1994).
In alignment with this, the Department adopted a competency development strategy within its Human Resource Management and Development (HRMD) framework, beginning with the Project Management Service (PMS) in 2019. Between 2020 and 2022, this initiative was further expanded to include the PBD, LTS, AJD, and STO Job Sectors.
These Competency Development Projects enabled job groups to identify the Organizational and Functional Competencies necessary for achieving high performance. The strategy also established competency standards for various position categories—third-level officials, managerial, technical, and non-technical—across core and functional areas.
Ultimately, the competency development approach provides a cohesive framework that supports key HRM processes such as recruitment and selection, learning and development, career planning, performance management, and rewards and recognition.
