ISO 9001:2015 and Knowledge Management in DAR
ISO 9001 is the world’s most widely used quality management system (QMS) standard, helping organizations ensure consistency and quality in their products and services. Certification is not permanent—it requires regular renewal and updates to remain relevant in changing markets.
In 2019, the Department of Agrarian Reform (DAR) Central Office earned its ISO 9001:2015 certification, a milestone in strengthening quality processes. As noted by Dr. Serafin Talisayon, a pioneer of Knowledge Management (KM) in the Philippines, ISO compliance is a strong foundation for integrating KM into QMS—ensuring efficiency, consistency, and continuous improvement.
Through ISO 9001:2015, DAR has already made progress in resource allocation, policy communication, documentation, and staff competency development. However, more work is needed to fully comply with provisions on organizational knowledge, competence, and documented information.
This is where Knowledge Management becomes vital. ISO 9001:2015 emphasizes managing organizational knowledge—capturing lessons learned, preserving expertise, and sharing information to prevent quality lapses and improve performance. Integrating QMS with KM will allow DAR to standardize best practices, minimize risks, and build a culture of knowledge-driven excellence.
By aligning ISO-QMS and KM, DAR can enhance decision-making, strengthen institutional resilience, and ensure long-term organizational effectiveness.
