LEADERSHIP COMPETENCIES

Effective leadership is essential in achieving the mandate of the Department of Agrarian Reform (DAR). In line with the Civil Service Commission (CSC) competency framework, the DAR Leadership Competency framework is designed to develop public servants who demonstrate integrity, accountability, strategic thinking, and service excellence. This framework aligns leadership behaviors with public sector values, ensuring that DAR officials and employees are equipped to lead with professionalism, ethical standards, and a strong commitment to farmer-beneficiaries and the public.

Anchored on the CSC’s core and leadership competencies, the DAR Leadership Competency framework serves as a guide in strengthening leadership capacities, enhancing organizational performance, and promoting a culture of continuous improvement, collaboration, and people-centered governance within the Department.
