Learning and development (L&D) is a key HR strategy aimed at improving employee skills, knowledge, and overall professional growth. Through the DAR’s L&D System Manual, the ARCDS supports effective management of DAR’s L&D functions. The manual is divided into chapters, beginning with L&D Perspectives, followed by PRIME-HRM pillars: (1) Governance and Enabling Mechanisms, and (2) L&D Planning. The remaining chapters align with the ADDIE model phases: Analysis, Design, Development, Implementation, and Evaluation.
