The Department of Agrarian Reform (DAR) promotes the cultivation of well-selected and development-oriented Career Executive Service (CES) eligibles. This guide, by the Agrarian Reform Capacity Development Service (ARCDS), informs DAR officials and employees about CES eligibility prerequisites and encourages qualified individuals to pursue leadership roles.
Established under the Integrated Reorganization Plan through Presidential Decree No. 1 in 1972, the CES aims to produce officers who exemplify competence and commitment in public service. CES officers belong to the managerial class or the “third level” of the Philippine Civil Service. Admission to the CES is based on merit and fitness, as determined by the Career Executive Service Board (CESB). The CESB assesses applicants' capacity through the Revised Integrated Rules on the Grant of Career Executive, adopted in 2009 and amended by Resolution No. 135.
In line with this, this checklist covers the prerequisites for the four (4) stages of the CES Eligibility examination, including accreditation for those with degrees in Master in National Security Administration (MNSA) and master's in public safety administration (MPSA). This checklist also includes the documentary requirements for each CES Eligibility examination phase, including the MNSA/MPSA accreditation requirements.
