Jeremiah 21 & 22 should be read in conjunction with Jeremiah 38:5 & Jeremiah 52:1....

The "Princes" of Judah (council of 12x tribal leaders) would NOT recognize Zedikiah as a legitimate king (appointed by Nebuchadrezzar) because his mother was of the blood line of Zarah, not Pharez (Gen 38:28-30)
So... the Lord sends Jeremiah back into the city to make Zedikiah (King of Judah) a promise...
This is the promise of the Lord, that if Zedakiah would send his son Mulek to America, one day in the future, a prince of his bloodline ("David") would return to Jerusalem as the rightful king;
and, specifically speaks of Mulek in the tenth verse...

The Red Heifer must be slaughtered by the Kohen Gadol (High Priest) himself, wearing the "white garments" reserved for the Yom Kippur service in the Holy of Holies. DyC 13 - the blessing pronounced upon Joseph Smith & Oliver Cowdry, contains a direct reference to this;
Upon you my fellow servants, in the name of Messiah I confer the bPriesthood of Aaron, which holds the keys of the ministering of angels, and of the gospel of repentance, and of baptism by immersion for the remission of sins; and this shall never be taken again from the earth, until the sons of Levi do offer again an offering unto the Lord in righteousness.
Once the "sons of Levi do offer again an offering unto the Lord in righteousness" ...there will no longer be any Aaronic priesthood.
The sacrifice of the Red Heifer by David, restores the broken covenant between The Lord and Israel, when the Holy Priesthood of God was separated into Melchizedek and Aaronic.
In 1840 Joseph Smith taught that the Old Testament (Malachi 3:3) foretells the restoration of elements associated with ancient Israelite temple service, including some form of sacrifice.
[Jehovah] continued to [Noah] the keys, the covenants, the power and the glory, with which he blessed Adam at the beginning; and the offering of sacrifice, which also shall be continued at the last time; for all the ordinances and duties that ever have been required by [p.211] the Priesthood, under the directions and commandments of the Almighty in any of the dispensations, shall all be had in the last dispensation, therefore all things had under the authority of the Priesthood at any former period, shall be had again, bringing to pass the restoration spoken of by the mouth of all the Holy Prophets; then shall the sons of Levi offer an acceptable offering to the Lord. 'And he shall sit as a refiner and purifier of silver: and he shall purify the sons of Levi, and purge them as gold and silver, that they may offer unto the Lord.'
It will be necessary here to make a few observations on the doctrine set forth in the above quotation, and it is generally supposed that sacrifice was entirely done away when the Great Sacrifice [i.e., the sacrifice of the Lord Jesus] was offered up, and that there will be no necessity for the ordinance of sacrifice in future: but those who assert this are certainly not acquainted with the duties, privileges and authority of the priesthood, or with the Prophets . . . .
These sacrifices, as well as every ordinance belonging to the Priesthood, will, when the Temple of the Lord shall be built, and the sons of Levi be purified, be fully restored and attended to in all their powers, ramifications, and blessings. This ever did and ever will exist when the powers of the Melchisedic (Melek - Zadok) Priesthood are sufficiently manifest; else how can the restitution of all things spoken of by the holy Prophets be brought to pass? It is not to be understood that the law of Moses will be established again with all its rites and variety of ceremonies; this has never been spoken of by the Prophets; but those things which existed prior to Moses' day, namely, sacrifice, will be continued. Joseph Fielding Smith stated that animal sacrifice would happen again to fulfill a symbolic role as part of the restoration of all things in this dispensation:
Now in the nature of things, the law of sacrifice will have to be restored, or all things which were decreed by the Lord would not be restored. It will be necessary, therefore, for the sons of Levi, who offered the blood sacrifices anciently in Israel, to offer such a sacrifice again to round out and complete this ordinance in this dispensation. Sacrifice by the shedding of blood was instituted in the days of Adam and of necessity will have to be restored.
The sacrifice of animals will be done to complete the restoration when the temple spoken of is built; at the beginning of the millennium, or in the restoration, blood sacrifices will be performed long enough to complete the fulness of the restoration in this dispensation. Afterwards sacrifice will be of some other character. (Doctrines of Salvation 3:94)
There are several passages in the Old Testament that clearly indicate animal sacrifice will be re-instituted during the millennial kingdom. Some passages mention it in passing as the topic of the millennial kingdom is discussed, passages like Isaiah 56:6-8; Zechariah 14:16; and Jeremiah 33:15-18.
The passage that is the most extensive, giving the greatest detail, is Ezekiel 43:18-46:24. It should be noted that this is part of a greater passage dealing with the millennial kingdom, a passage that begins with Ezekiel 40. In Ezekiel 40, the Lord begins to give details of the temple that will exist during the millennial kingdom, a temple that dwarfs all other temples previously built, even Herod’s temple that was quite large, which existed during the earthly ministry of Christ.
After giving details concerning the size and appearance of the temple and the altar, the Lord then begins to give detailed instruction as to the animal sacrifices that will be offered (Ezekiel 43:18-27). In chapter 44, the Lord gives instructions as to who will be offering sacrifices to the Lord. The Lord states that all of the Levites will not be offering blood and fat to the Lord due to previous sin; it will be those from the lineage of Zadok (priest) (verse 15). Chapters 45 and 46 continue to mention that animal sacrifices will be made.
Hebrews 10:1-4 says, “For the Law, since it has only a shadow of the good things to come and not the very form of things, can never by the same sacrifices year by year, which they offer continually, make perfect those who draw near. Otherwise, would they not have ceased to be offered, because the worshipers, having once been cleansed, would no longer have had consciousness of sins? But in those sacrifices there is a reminder of sins year by year. For it is impossible for the blood of bulls and goats to take away sins" - To those born during the millennial kingdom, animal sacrifices will again be an object lesson. During that future time, righteousness and holiness will prevail, but those with earthly bodies will still have a sin nature, and there will be a need to teach... Animal sacrifices will serve that purpose, "but in those sacrifices there is a reminder of sins year by year" (Hebrews 10:3).
David, "the Prince" must...
Return to Jerusalem and be accepted at their "King". To do this he must prove that he is the rightful heir to the throne of David, throrugh the first born son of Judah, Zarah (Gen 38) - Odds are that he will bring the Ark of The Covenant to do this. (Rev. 7:15; 11:19; 14:17; 15:5-8; 16:1, 17)
Reign as "King" of both Judah, and all the House of Israel during the Tribulation period (2 Thess. 2:4) prior to the millennium
During this period, the temple will be re-built in Israel, in the Holy City of Jeru-Salem
"The prince” is not a priest. He will be allowed to provide animals for sacrifice, but he will be not be able to perform the ministries of a priest (Ezek. 45:11-19). This "King" (Melek) must therefore, find a "Priest" (Zadok) who has legal claim to the Priesthood by lineage and retore the covenant with Jehovah that was broken by completing the 8x days of sacrifice for a SIN offering (Ezek. 45:2, 4, 12; 45:22). => "the king"/Melek + "the priest"/Zadok => "Melchi-zedek" priesthood

This agrees with Hebrews 9:23 which implies that God plans to have a temple along with memorial sacrifices in the kingdom. The sacrifices do not forgive sins. They never have. They only looked forward to Jesus’ death. In the kingdom they will look back to Jesus just as the Lord’s Supper does today. This prince/king must also...

Gather the ashes of the Red Heifer, use them to make holy bread (Tum'at HaMet), using spring water (mikvah) from the from the Pool of Siloam, which will be blessed and given to the 144,000 Kohen (12K from each tribe of Israel) - At which point, the "sons of Levi" will be "purged" of all sin and endowed with the full priesthood power, including the powers of both ressurection and creation. They will then be sent out into the world to "gather the lost tribes of Israel from the four corners of the earth" (3 Nephi 24:3/Malachi 3:1–3/ DyC 13:1, 124:39 & 128:24, also Zechariah 13:9 & (Exodus 29:2)

Personally make a PEACE offering before the Lord (korban shelamim (קורבן שלמים) - Unlike David who gave ______ or Solomon who gave ________, David must volentarially give up the kingdom of Israel, and ask the Lord Jesus Christ to come and be "The King" of the House of Israel. This term also occurs in the Dead Sea scrolls, for example in the Temple Scroll
Have dinner with The Lord in the east porch/gateway of the temple as they move the Kingdom of God forward toward the Millenium
