ARTÍCULO PRIMERO: DECLARAR el estado de Alerta Sanitaria en las Regiones de Salud de Herrera y Los Santos y adoptar las medidas que sean imprescindibles e impostergables a consecuencia de la contaminación de las fuentes de agua en la zona que limitan el acceso de agua segura para consumo humano y que ha generado problemas de suministro, convirtiéndose en un evento de salud pública de importancia nacional.

ARTÍCULO SEGUNDO: ADVERTIR que el agua procedente de las plantas potabilizadoras de Macaracas, Llano de Piedra, Rufina Alfaro y Roberto Reyna, ubicadas en las regiones de Herrera y Los Santos no es apta para el consumo humano y podrá ser utilizada, de conformidad con las recomendaciones y lineamientos emitidos en los comunicados oficiales del Gobierno Nacional.

ARTÍCULO TERCERO: SEÑALAR que el Instituto de Acueductos y Alcantarillados Nacionales tiene la obligación de suministrar agua para consumo humano a todos los residentes, así como a los establecimientos de interés sanitario relacionado a las actividades de expendio de alimentos, instalaciones de salud ambulatorias y hospitalaria, comerciales, entre otras.

ARTÍCULO CUARTO: CONVOCAR y solicitar el apoyo intersectorial e interinstitucional a los gobiernos locales a todos los servidores públicos disponibles de las regiones de salud afectadas a incorporarse a los equipos de trabajo para atender esta Alerta Sanitaria.

ARTICLE ONE: DECLARE the state of Health Alert in the Health Regions of Herrera and Los Santos and adopt the measures that are essential and urgent as a result of the contamination of water sources in the area that limit access to safe water for human consumption and that has generated supply problems, becoming a public health event of national importance.

ARTICLE TWO: WARN that the water from the water treatment plants of Macaracas, Llano de Piedra, Rufina Alfaro and Roberto Reyna, located in the regions of Herrera and Los Santos, is not suitable for human consumption and may be used, in accordance with the recommendations and guidelines issued in the official statements of the National Government.

ARTICLE THREE: POINT OUT that the National Institute of Aqueducts and Sewers has the obligation to supply water for human consumption to all residents, as well as to establishments of health interest related to food distribution activities, ambulatory and hospital health facilities, commercial, among others.

ARTICLE FOUR: CONVENE and request intersectoral and inter-institutional support to local governments to all available public servants of the affected health regions to join the work teams to address this Health Alert.

ARTICLE FOUR: CALL and request intersectoral and inter-institutional support from local governments to all available public servants in the affected health regions to join the working teams to address this Health Alert.
