The city government established an integrated quick-response system to address cases involving child abuse, sexual exploitation, child trafficking, child pornography, child prostitution, and child labor. This system will ensure an immediate, appropriate, and comprehensive response to such cases. It will be designed to be child-friendly and incorporate gender-sensitive procedures to prevent re-victimization. Additionally, the system will include protocols for promptly responding to instances of child abuse, trafficking, and exploitation, as well as mechanisms for documenting and monitoring the status of actions taken on cases related to child abuse and exploitation. 

Highly functional Peace and Order Council (POC)

The Peace and Order Council (POC) received a high functional rating (100%) for the 2023 Peace and Order Performance.

Anti-Drug Abuse Council (ADAC)

A multi-sector council consisting of local officials and representatives from different community organizations is responsible for leading the planning, implementation, and monitoring of all local anti-drug abuse programs, projects, and activities.

Safe Spaces Ordinance o Bawal Bastos sa Muntinlupa

The objective is to implement measures aimed at preventing gender-based sexual harassment within the city. It also strives to guarantee the protection of Muntinlupeños from such incidents while fostering a culture of mutual respect among its residents.

Bahay Pag-asa (BPA)

It is a 24-hour child-caring institution established, funded, and managed by local government units (LGUs) and licensed and/or accredited non-governmental organizations (NGOs). It provides short-term residential care for children in conflict with the law, specifically those aged fifteen (15) to seventeen (17) years old, who are awaiting court disposition of their cases or transfer to other agencies or jurisdictions.

Women and Children’s Protection Desk (WCPD)

The Women and Children’s Protection Desk (WCPD) establishes a secure and nurturing space for women and children who have experienced abuse, violence, or exploitation. Located within police stations, it functions as a dedicated area where individuals can report incidents of gender-based violence, receive prompt assistance, and obtain access to resources for protection and assistance.

Mental Health Programs 

Muntinlupa City's Community-Based Mental Health (CBMH) programs offer treatment, therapy, and complimentary psychiatric medication to address various mental health concerns. These include depression and suicide prevention, crisis intervention, addiction (such as drugs/alcohol, smoking, gambling/gadgets), psychological trauma resulting from violence against women and children (VAWC), anger management, psychosis, and anxiety.

Local Council on Anti-Trafficking & Anti-Violence Against Women and Children

A Muntinlupa City Council on Anti-Trafficking and Anti-Violence Against Women and their Children (LCATVAWC) is hereby established to supervise and ensure the enforcement of the provisions outlined in Republic Act No. 9208 and 9262, as well as other pertinent laws and policies related to such matters within the City of Muntinlupa.

 Protection Against Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-child Sexual Abuse or Exploitation Materials (CSAEM)

The City Government establishes special protections for children, particularly safeguarding them from all forms of sexual violence, abuse, and exploitation, especially those perpetrated through the use of information and communications technology (ICT). It will implement sanctions for those who commit such acts and initiate programs aimed at preventing, deterring, and intervening in instances of online sexual abuse and exploitation of children. These efforts extend to both digital and non-digital platforms, addressing the production, distribution, or possession of materials related to child sexual abuse or exploitation.
