The 1987 Philippine Constitution, highlighting Section 13 of Article II, mentions that the state recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. Thus, the City Government of Muntinlupa provided amendments to Executive Order 46, series of 2021. 

The executive committee shall conduct regular meetings every two months. The City Mayor, the council chairperson and through the co-chairperson may call for a special meeting if necessary. The EXECOM, as abbreviated, must conduct these meetings to facilitate policy, plan, and program formulation.

Through City Executive Order 29, series of 2017 provided the expansion of the composition and functions of the New Local Council for the Protection of the City of Muntinlupa. Furthermore, section 2 of City Ordinance #17-110. The council, for brevity, shall be broken into 5 partitions.

This cluster is broken down into 5 rights: Survival, Development, Protection, Participation, Governance, and Representatives. These clusters convene all members to discuss resolutions, position papers, proposed programs, and recommend and so submit these to the council. They also play a pivotal role in Innovations, introducing these ideas into the programs and services so as to propose or counsel pilot services to the council.

This member of the expanded committee is the knowledge base of the council. They provide technical assistance to the compliance to the standards of the City Government and the Department of Interior and Local Government (DILG). They also play a pivotal role in making sure that each area is compliant to all legal requirements and process so as to become successful in the Child-Friendly Local Governance Audit of the DILG. 

This member of the expanded committee is the monitoring base of the council. They focus on the operating functionality of the Barangay Council for the Protection of Children (BCPC) through the Annual Assessment with proper evaluation tools and procedures in line with DILG Memorandum Circular No. 2008-126. Further, they ensure that all implementing offices and departments are on standards and policies set forth.

This member of the expanded committee is the program coordinating area of the council. They focus on the formulation and implementations of plans, programs, and policies that are issued by the council. They also mobilize resources, ranging from city to the people, and facilitate innovative and engaging pilot programs made by the council.

This member of the expanded committee is the integrated program area of the council. They focus on delivery of programs and services in the Child Development Centers ranging from National to Local together as well with the Private Learning centers. They also promote awareness on Early Childhood Care and Development through trainings and as well as data bank statistics that can be used for best practices in national and local policy formulation.
