Accomplishments for Children

Per Core Right of Children
2023 NCM Theme: “Healthy, Nourished, Sheltered: Ensuring the Right to Life for All!”
Allocation of more than 1% of city’s National Tax Allotment (NTA) - around PhP 20.6 million – as mandated – to fund the activities and initiatives of the Local Council for the Protection of Children (LCPC) which is the policy-making body that puts into great account Children’s welfare and protection in every aspect of local government processes
Additionally, around 20% of the whole budget of the City Government of Muntinlupa (approximately PhP 1.2 billion) is intended for both direct and indirect services and programs benefiting the children which establishes how the City prioritizes Children’s Welfare - this budget includes direct services meeting the Core Rights of Children; and indirect welfare services that can support children’s parents, families and even the communities they belong, to ensure that children are provided with their needs i.e., Employment Facilitation, Entrepreneurship Financing Program, Livelihood opportunities, Urban Agriculture, Waste Segregation, infrastructure support and other poverty alleviation programs
Garnered 100% on the functionality assessment of Local Council for the Protection of Children (LCPC) which only goes to shows how Children’s Welfare is on top of the priorities of the City Government (previous year - 97.71%)
Back-to-back Child-Friendly Local Governance Audit Awardee for year 2019 (93.11%) and 2021 (100%) and passer, as well, for 2022 (no rating provided) – for exemplary performance in the delivery of services for children (Note: 2020 is deferred year for the audit due to pandemic situation considerations)
100% of 9 barangays in Muntinlupa City assessed to have “ideal functionality” (80-100% rating) in their respective Barangay Councils for the Protection of Children (BCPCs); upon assessment of the LCPC-Inter-Agency Monitoring Task Force (IMTF)
Presence of pertinent documents and policies for children’s welfare:
Revised and updated Muntinlupa Children’s Welfare Code through City Ordinance 2022-032
Enacted Child Protection Policy - for immediate amendment to include additional inputs from previous Children’s Congress and to include critical pointers for business establishments/ hotels/ motels on ensuring child protection protocols are in place (to augment/ strengthen preventive measures in sexual exploitation of children)
Local Development and Investment Plans for Children (LDPC/LIPC) which shall be updated especially with the Children’s Agenda in place
Comprehensive Local Juvenile Intervention Plan (CLJIP) to address concerns on Children in conflict with the Law (CICLs) and prevent all other children in engaging in illegal acts
Comprehensive Emergency Plan for Children (CEPC) which integrates children’s concern most especially in disaster and calamity situations
Gender and Development (GAD) Code
Comprehensive Smoke-Free Ordinance
