Executive Summary
Children’s welfare is one of the major priorities being mainstreamed and integrated in all development efforts of Muntinlupa City. Manifested in the consistent attainment of its’ Child-Friendly status, Muntinlupa City pursues comprehensive and collaborative interventions with the aim of upholding the rights of the children and further involve various duty bearers across sectors and key stakeholders of the City.
By its institutionalized Local Council for the Protection of Children, this program provide records of progress and highlighted accomplishments on overall Children’s Welfare with the understanding that the situation of children residing and catered by the City is imperative for providing appropriate and equitable child-friendly and protective interventions.
This program entails an overview on the situation of children in Muntinlupa City, general principles sustained by the local government followed by key accomplishments per Core Right of the Children - Survival, Development, Protection and Participation, - and concluded by the City’s ways forward to ensure sustainability and enhancement of efforts for the purpose of protecting, enabling and uplifting each and every Batang Muntinlupeño.

Muntinlupa Council for the Protection of Children (MCCPC)
The Muntinlupa Council for the Protection of Children (MCPC) created under Muntinlupa City ordinance No. 02-073 enacted by the Sangguniang Panlungsod of Muntinlupa on 05 December 2002 on its 10th Special session and approved by the city Mayor on 06 January 2003, hereinafter referred to as the council, shall have the same membership and duties and responsibilities as provided under said Ordinance. It shall also mandate the Sangguniang Barangays in the city of Muntinlupa to create their own Barangay Council for the Protection of Children.
Legal Bases
Article 359 & 360 of the Civil Code of the Philippines - provides that the government shall establish Councils for the Protection of Children.
Presidential Decree 603 Article 87 - every barangay council shall encourage the organization of a Local Council for the Protection of Children and shall coordinate with the Council for the Welfare of Children and Youth in drawing and implementing plans for the promotion of children and youth welfare.
Republic Act No. 4881 - an act creating a council for the protection of children in every city and municipality of the Philippines and for other purposes.
