Open a new image,650x650,you can resize later
Then make your template as below.

Template---Use your circle preset shape tool and make one large circle one a bit smaller,
using a different colour for the smaller one.
Then again using your preset shapes make a cross using the X2 shape that comes with psp8 and 9
Then use the rectangle shape,and make two thin strips and put one underneath
the circles,and one on top.
Add a drop shadow to each shape,i use 2,2, 50 5.
Add paper 5 from the kit,image flip and paste as a new layer,drag to the bottom
and then add your mask.
Add element 47,the water,and resize by 80% place underneath the bottom
template strip.then add element 45,resize by 80%the sand and place under the water.
You can use your deform tool to stretch it out if needed.Sharpen twice.
Paste element 17,the map onto the canvas and resize by 40%,add a drop shadow and sharpen.
Now add your tube and place where you like it,and add a drop shadow.
Now you can play about with the elements,adding what you like

Click on your large circle template layer,selections,select all,
float,defloat,and add paper 12.Deselect and delete the original circle.
For the middle circle,repeat the above and this time paste element 59
into selection.
Click on the X layer,and with your magic wand click inside the x
and paste paper 14 as a new layer,then selections,invert,edit cut and deselect.
For the black strips layer,i add paper 11.
Now add your name,and use coconut ice preset default settings,and add a gradient glow.
Merge layers,add your copyrights,resize and save as a png
That`s it you are done!
