For this tutorial i used the gorgeous art of Steve Baier

Mask of choice
*I made a matching set of snags you can find in my Fotki here*
Open the template in psp and resize all layers to 700x700 pixels
-you can resize later-
Click on the white background and re-floodfill white.
Delete the credits layers and then add a mask of choice.
Click on the framefill 2 layer.
Selections>select all>float>defloat and paste a paper of choice as a new layer.
-I used part of the background that comes with the tube for mine-
Selections>invert>edit cut and deselect.
X out the original template layer.
Repeat these steps on the other template layers using papers or gradients.
Paste your tube as a new layer and place in the middle of the frames.
Click on the swirl layer with your magic wand and add a new layer.
Flood fill with a colour of choice,and add an inner bevel or a glass effect.
-I used Superblade Pro coconut ice preset-
Open the sand element resize by 15%,sharpen and place at the bottom of your tube,
make sure you place it under your tube in the layers palette.
Position to your liking,and duplicate if needed so there`s plenty of sand under your tube.
Now choose elements from the kit to decorate your tag.
You can use my tag as a guide.
Remember as it`s a full size kit you`ll need to sharpen the elements after you resize.
When you are happy with your tag,add some wordart and your name using pretty fonts or alphas.
Now delete the white background and merge all layers.
Resize to your liking and add your credits.
That`s it you are done!
