For this tutorial i used the cute art of Becca Turner

Ftu scrapkit is called `Ladybugs` from Becky`s Creations

Font for wordart is Melanik
Watermelon alpha here
Open the template in psp and resize canvas to 700x700 pixels
-You can resize later-
Delete the credits layer,and click on the white background layer
& re flood fill white.
paste a paper of choice as a new layer and add your mask-i used paper 2-
Layers>new mask layer>from image>scroll to mask and hit ok.
Merge group.
Click on square 4 layer with your magic wand
and paste a paper of choice as a new layer.
Selections>invert>edit cut and deselect.
Delete or x out the original square 4 layer.
Repeat these steps until all template layers are filled.
Place your chosen tube onto the canvas.
Position over the square 1 layer.
Now choose some elements from the kit to decorate your tag.
I used trim 2 and placed on top of the square 4 layer,
trim 4,place on the same layer but move to the top.
Ladybugs,place inside the circle.
Large sunflower,place above the wordstrips.
Bow 3 and 4 place each side of square 4.
Beads, place along the bottom of your tube.
Big ladybug.place next to the sunflower.
Daisy,resize and place on top of the red strip.
Duplicate and move to the other side of the strip.
Red and black beads,place on the bottom of the tag.
Now add anything else you like from the kit-i used some bug tubes that come with psp and placed along the word strips,and some grass i had in my files.
Now add your name using the alpha or a pretty font.
Place in between the daisies.
Now add some wordart and place along the strips.
I used this little rhyme i found,or you can use your own.

When you are happy with your tag,delete the white background,
merge all layers and resize to your liking.
Add your credits and that`s it you are done!
