Inoccia

Inoccia is the innermost sanctum of the Empire. Here, the High Council reigns, research on Vallene, Godsblood, the Correa, and many other elements treated as mere rumor by an average person are carried out with impunity. The High Council wields absolute power within, and those who get on the wrong side of them are rarely heard from again. None publicly speak of how members of the High Council are chosen, and they are never seen in public. Their edicts are decreed by agents of the High Council (known as Keepers) and carried out throughout the Empire.
