Haman is describing to Achashveirosh the way in which the person whom the king wishes to honor should be treated. In doing so, he mentions the king’s horse and a crown (among other things).
The Malbim explains that there are two ways to understand this phrase. One explanation is that this description refers to the horse the king rode when the crown was placed on HIS head (ie, at his coronation).
The other explanation is that this description refers to the horse that the king rode which had a royal crown placed on ITS head.
