The Yosef Lekach says that for the messengers to bring all eligible girls to Shushan would have been an overwhelming and impractical feat. Rather, the messengers were charged with selecting the most attractive girl from each province to be brought to Shushan. Achashveirosh would then make his selection from those 127 girls.
The messengers intentionally sought a simple girl—one without a royal lineage. They didn’t want to go through this exercise again, and they figured that a simple girl was less likely to disobey Achashveirosh as Vashti had done. To that end, it was suggested that nothing less than the king’s royal chamberlain be appointed over the girls so as to humble them (by reducing their feeling of superiority) and hopefully eliminate any chance of disobedience on their part.
