ROOF RE-COATING SCHEDULED - APRIL 13, 2023 (BLDG 15-17 & 20-23)

PaintMasterz will begin re-coating roofs on Buildings 15 through 17, and 20 through 23 on Thursday, 4/13/23.  This will be completed over several days.  This is a project that is completed every 5 years and is paid for out of our reserve funds. The schedule is to complete 7 buildings a year, which will begin again in 2026 starting back with Building 1. 

POOL SEASON IS ALMOST HERE!

As pool season quickly approaches, this is just a friendly reminder to be respectful of others and to comply with the pool/spa rules & regulations, as outlined below:

A.   Pool and Spa hours are 6:00 AM until 11:00 PM. Only during this time, may authorized owners and guests be permitted in the Pool/Spa Area.

 B.   All persons shall shower before entering the Pool or Spa.

C.  Only appropriate swimming attire is permitted to be worn in the pool and spa. No Cut-offs shorts, T-shirts, jeans, or other street clothes are permitted at any time. Diapers shall never be worn in the pool or spa.

D.   All children under the age of fourteen (14) shall be accompanied by a responsible adult who can swim.

E.   Residents of Kinney Village have priority over guests if the pool becomes overcrowded. The number of guests per unit is limited to four (4) people. Larger groups require a Pool Use Request Form to be completed and submitted, along with a deposit of $100, to the Community Manager at least 10 days in advance.  Please contact the Community Manager at 520-877-4655 or 520-742-5674, or via email at james.buttke@associaarizona.com.

F.   The use of toys, including balls, or swimming aids, i.e. rafts, floats, etc. in the pool is restricted if they interfere with another’s use of the pool. Be advised that personal items including, without limitation, toys, swim gear, or clothing left at the pool will be disposed of and the Association shall not be liable or responsible for any personal items left at the pool.

G.   No running is permitted along the pool deck and no diving or dive-bombing in the pool as these activities are highly dangerous.

H.   Pets, bicycles, and skateboards are not permitted inside the fenced pool/spa area.

I. All litter, including cigarette/cigar butts, shall be deposed of in the appropriate waste containers provided.

J. Food shall not be consumed while in the pool or spa.  Food is restricted to the table areas.

K.   No Glass containers, of any type, are permitted within the pool/spa fenced-in area.

L.   Pool safety equipment shall only be removed and used for emergency purposes only.

M.  Both gates at the Pool/Spa area shall be kept closed and locked at all times.

N.   All guests shall be accompanied by an authorized resident or owner. Upon request by a Board member or Grounds/Pool committee member, pool users shall be required to identify themselves and their unit numbers. Unauthorized guests will be asked to leave and may be charged with trespassing.  The Pima County Sheriff’s Office should be contacted if trespassing is observed.

O.   No person(s) shall alter any controls for the pool solar heating, pool, or spa including the filter systems and temperature settings, without authorization from the Board or Community Manager.

P.   Violation of any of the above pool and spa regulations may result in the suspension of pool privileges for the owner and/or authorized tenant(s).

 

Please report any maintenance issues that are discovered at the pool/spa to the community manager. 

The pool and spa were replastered and retiled last year, so please treat the area as if it is your own, let’s keep it looking like new; particularly, since repairs are paid out of your HOA dues.

If you use BBQ Grills, please be mindful of others, and clean the grill after using them, as well as the tables.

POT LUCK SOCIAL @ THE POOL - APRIL 6TH @ 6 PM Mar 30, 2023 02:44 pm

On April 6, 2023, at 6 pm, there will be a Pot Luck Social gathering at the KV Pool, which is sponsored by the Welcome/Social Committee.  All residents are invited and should bring side dishes, snacks, and drinks.  Hamburgers will be provided by the Welcome/Social Committee.

There will be a 50/50 raffle to raise funds for future events.

The developer and new owner of the 28 vacant lots in Phase II, Claudia Martinez, will be joining us and has agreed to address any questions residents may have.

We look forward to seeing everyone there.

PLEASE REGISTER FOR TOWN SQ  (UPDATE 3/12/23: ONLY 8 OWNERS HAVE REGISTERED; PLEASE REGISTER IF YOU WANT TO STAY ON TOP OF WHAT IS HAPPENING IN KINNEY VILLAGE AND/OR SUBMIT REQUESTS)

All owners should have received their welcome letter/packet from Associa Arizona.  It will have included your account number.  In that packet, there will be information on Town Sq, a website and a mobile app that ALL owners need to register for.  You will need your account number, so keep that handy.  This program offers a great communication network among the management company, the Board of Directors, and all owners.  You can file complaints, ask questions, see what is happening in the community, etc.  

This program will eventually replace the Kinney Village website, so please register and complete your profile.  If you are unsure, there will be training offered in the near future for everyone, so do not feel left out.  

The transition with the new management team will take time, but this is a huge step above what we have been used to in a management company.

ANNUAL TERMITE INSPECTION OF ALL BUILDINGS

On March 20, 2023, a service tech from John Jr’s Termite Pest Control will be at Kinney Village conducting their annual site inspection of all buildings for termites. They expect to have the inspection completed that day.

If they find evidence of termite infestation on your building/unit, they may knock on your door to see if they can check the interior of your unit for termites.

Therefore, if you notice a stranger around your building, this is the reason for it. 

DEVELOPMENT OF PHASE II -  UPDATE 3/10/2023

Field work with the new developer's drilling contractor will begin on Tuesday, March 14 at 8:00AM, for soil testing.  They estimate that the work will take up to 5 hours to complete. Additionally, the local utilities have been marking the locations of their facilities to ensure nothing is damaged during drilling.

 

In addition, the property will be fenced this coming week.  Once an exact starting date is obtained, this will be posted.


The green highlighted section on the map to the left indicates the area that will be fenced.  Please do not park in these areas that will be fenced in, and be cognizant of where you are parking to avoid problems with the construction team.

 

On March 13, 2023, the vacant lots will be sold to CM Mason Development, who plans to finish the completion of the original seven buildings that had been planned for that area. The buildings will be built to look the same as the current buildings, under current building codes.

What can you expect in the coming weeks:

1) Within the next few weeks, there will be a fence placed around the perimeter of the vacant lots AND the designated parking spaces associated with those lots.

2) There will probably be a storage container on the property that will have to be set up for construction supplies.

3) At some point there will be a construction dump container from Waste Management also dropped off on site.

4) Engineers will be planning to come out and start soil testing after settlement.

5) Breaking ground on the new buildings cannot begin until approval is obtained from Pima County, which may take 4-5 months.

Once construction begins, there will obviously be construction traffic and noise associated with it. It has not been determined exactly the time of day when construction will begin, but the developer will work with us as much as possible to keep disruption to a minimum. It is hopeful that construction will not start until 8:00 am, but keep in mind the County permits construction to begin as early as 6:00 am, and with building during the hot summer, workers will want to start as early as they can.

As additional information is obtained, it will be passed on to all owners. 

ANNUAL MEETING VOTE - FEBRUARY 23, 2023

The Board would like to thank those that attended the Annual Meeting and voted for those owners to represent them in 2023.  There were ONLY 20 owners, out of 83, that took the time to cast their vote.  This was only 24% of the Kinney Village Community.  We realize that there were only 5 owners running for 5 positions, but your vote counts towards a minimum of 45 needed to meet quorum to even have a meeting, not alone an election.  

Please remember, that without a quorum an election cannot be conducted, which means another meeting, with all associated costs, must be scheduled.  These additional costs impact the budget, and could even translate into higher HOA fees.  Without, the developer casting 28 votes this time, the election could not have taken place.  In the future, PLEASE return a ballot, as it benefits everyone in the community.

STAKE A CLAIM?

In garden or townhouse style condominiums, a curious phenomenon takes place: Certain owners feel compelled to stake claim to the common area adjacent to their units. This takes on many forms. Some commandeer adjacent grounds for personal plantings, even running irrigation systems through it. Some expand their patio or deck into it. Some build storage sheds in it or place hot tubs there. Some brazenly fence off "their" yard.


 Another form of claim staking involves expanding personal living quarters into attic or crawlspaces when the architecture permits. Unit owners have been known to mole into crawlspaces to build wine cellars, extra bedrooms and storage bunkers. It’s not uncommon to find certain residents growing "exotic plants" in the attic, out of sight of drug enforcement. Have you ever seen a strange violet glow coming from attic vents after dark?

Condominium ownership is usually defined in the governing documents as "from the decorated surface of the unit in". Admittedly, condo living is not for everyone. Folks that are used to digging in the dirt and redesigning their home are not going to be comfortable with these boundaries. They crave what Hitler called "leibensraum", more living room. While these folks don’t use guns and tanks when they expand, they often feel they have the right to take over whatever common area space adjoins their unit. And sometimes, the board agrees and approves them doing it.

The problem is, neither an owner or the board has the authority to reallocate common area unless 100% of the members agree to it by amending the governing documents. Another more practical consideration is that these modifications often impact the ability of the HOA to properly maintain the grounds and buildings. For example, improperly installed decks are a common source of dryrot to the buildings. Add on rooms in the attic or crawlspace cause additional intra-unit noise and fire hazard potential.

 

It is very important for the board to understand it’s role as Defender of the Common Area. The common area belongs to all members and no one member has the right to stake claim to it. Preventing claim staking requires constant vigilance by the board. Once one unit owner is allowed to stake claim, others will quickly follow suit thinking if it’s okay for one, it’s okay for all. Soon, there will be multiple violations and the Board will have a heck of a time trying to undo it all. Be watchful and preempt these moves early.

 

If the horse is already out of the barn and there are already multiple violations, it’s time to determine the scope of the problem and prioritize the violations according to flagrancy. Curb appeal issues directly impact market values so violations of this kind you would want to deal with more aggressively. Violations like fencing, decks or storage sheds, or added rooms are the next priority. Minor offenses like owner planting beds, lawn ornaments and furniture are lower priority.

If there are multiple violations of a common sort, it’s best to address them simultaneously to avoid the "What about so and so? They have one too" defense. The board should have a cohesive strategy for responding to every violation. It’s important that individual board members do not negotiate with violators or give them the impression it’s no big deal because this will undermine board authority. Besides, these violations are a big deal and appeals should be addressed only to the board as a whole by holding an appeal meeting with all the players present. That way, when the defense is presented and the board decision is made, everyone is informed.

Some owners may have a valid defense for their violation or have obtained written approval from a prior board. In those cases, the current board should try to negotiate a dismantling date, even if that date is when the owner sells the property. Whatever the outcome is, it should be formalized in a recordable document that is signed by filed against the unit title so future the owner and the board president and buyers are informed of the deal.


Claim staking is as natural as the sun rising. It is bound to happen sooner or later in some form or another.

LET'S KEEP LIFE BETTER BY THE POOL, BY HELPING WITH THE FOLLOWING:

1)  Turn Lights Off in the Restrooms When Leaving.

2)  Close and Lock Restroom Doors After Using Them and Ensure They are Locked If You Are the Last One Leaving the Pool Area.

An Example as to Why This is Necessary if Because this past Tuesday morning (8/20/22), Both doors were found open and the lights left on.  Not only does this waste electricity, it allows critters to take up residency.  Two Black Widow Spiders and One Brown Recluse Spider were found in the restrooms.  These were taken care of, but we do not need to invite others.  

In addition, we have had unauthorized swimmers gaining entry by jumping the fence/wall.  By locking the restroom doors, you can help prevent vandalism and unauthorized use. If unauthorized people are observed in the pool area, you can call the Pima County Sheriff's Office, as they are trespassing.

3)  Please Use the Shower to Rinse Off Before Using the Pool or Hot Tub.  This helps by reducing the need for extra chemicals in the Pool/Hot Tub.  Extra Expenses May Cause an Increase In Monthly Dues.  Let's Help Save Where We Can.

4)  Be Respectful of Others When Using the Pool, Particularly If You Have Guests.  If You Have 4 or More People In Your Group, You Are Required To Complete a "POOL FACILITY USE REQUEST FORM" (Can be located in the File Cabinet of this Website), and Submit a Deposit of $100 To the Community Manager At Least 10 Days PRIOR To the Event.  Remember, This Is Just a Use Request Form, and Does Not Reserve the Pool Exclusively For Your Use.  Other Owners May Still Use the Pool During the Time You Are There, So Be Respectful of the Use Of Tables and Chairs, and the BBQ Grills.  The Deposit Will Be Refunded, Once It Is Determined That There is No Damage or Extra Expense In Cleaning Up Once You Leave.

Your Cooperation In These Areas Will Be Greatly Appreciated By Everyone.

A Board Meeting has been scheduled for Wednesday, May 4th at 11 am at the Pool Ramada.  It is an open meeting and owners are welcome to attend. 

IS THIS HOW WE ARE COMMUNICATING NOW???

The Board certainly understands the frustration with the pool not being open.  Yes, it has been closed since March 3rd.  The Board is just as, or more frustrated than, everyone else.  When the work was contracted, the Board was informed the pool would be closed for about 5 weeks, since the re-plastering job also included removing and replacing raised concrete around the hot tub, and putting cool deck coating around the pool and spa to help alleviate the hot pavement in the summer.

The Board has endeavored to keep the community updated on the progress via this website.  Posting of the sign seen in the attached photo demonstrates the level of frustration and ignorance of the individual that put it up.  The individual responsible for the inappropriate sign should be reminded that the proper method of communicating with the Board is through the community manager at HOA@KINNEYVILLAGE.COM.  This is not the image that Kinney Village should be projecting to our residents and guests.

The Board has been in constant contact with the pool company doing the work to bring about a faster closure, but really the completion of the job is at their mercy.  The latest word is mid-May for completion.

The Board sincerely believes that owners/residents will be happy with the finished product.  All owners/residents have been inconvenienced, not just the individual who posted the inappropriate and offensive sign. Committee membership for the Pool and Grounds committee is unlimited.  Currently there are only three residents interested in working with the Board on pertinent issues.  It seems quite obvious the person responsible for the offensive sign is not one of the volunteers, so they are part of the problem, not the solution.  We should all be working together for the betterment of Kinney Village.

To all the other residents in Kinney Village, the Board would like to thank you for your patience as the work to revitalize the pool area is completed.

Effective May 1, 2022, Kinney Village is hiring a new management company, which is replacing ADAM LLC.  The new company is:

EXPERT HOA MANAGEMENT, 880 E Speedway Blvd, Suite 302, Tucson, AZ  85710; Phone: 520-829-7120.  At that time, we will also be assigned a new community manager.

The company is owned and operated by Carmine Carriero.  He was born and raised in New York City, Carmine Carriero relocated to Tucson with his wife Anita, to be closer to family.  Prior to moving, Carmine worked for the City of New York, and also owned and operated his own electrical business for more than 30 years.  He was also the President of his Co-op for more than 5 years, which is where he discovered his true passion for improving the quality of communities, and their residents. While in Tucson, he successfully managed all properties as Century 21’s Senior Community Manager. He later purchased this HOA Management Division, in 2012, in order to form Expert HOA Management LLC.  Carmine and his team now use their combined experience and expertise to make Expert HOA Management LLC Tucson's best and fastest growing HOA Management company.  Carmine continues to be hands on as he personally manages some of the HOA's.

Further information will be forthcoming this month in regards to the transition and the new payment address.  ADAM LLC is working with us to make the transition as smooth as possible.  Please bear with us as this change takes place in an effort to provide a more efficient and better response to the needs of Kinney Village.

NEW RENTAL POLICY ADOPTED ON MARCH 17, 2022 - PLEASE READ IF YOU ARE OR PLAN TO RENT

There are no changes to the previous Rental Policy, other than to include the requirements of the CC&R Rental Amendment that was recorded on May 4, 2016 in this revised version.

KINNEY VILLAGE HOMEOWNERS’ ASSOCIATION

Policy Resolution Number P-2022-01

RENTAL POLICY

WHEREAS Article III, Section 1 of the By-Laws grants the general power to conduct the business and affairs of the Association to the Board of Directors, and

LET IT BE RESOLVED THAT in order to ensure that the rights of all unit owners regarding the rental of units are protected, as well as to ensure that rentals are handled in accordance with all Association governing documents, the Board of Directors establishes a policy as follows:

1.   Effective May 4, 2016, a rental amendment to the Declaration of Covenants, Conditions and Restrictions (CC&Rs) for Kinney Village was adopted and took effect, adding a new Article XII, Section 12.9, Rental Limitations, which states:

A. GENERAL LIMITATIONS:  Owners shall not lease or rent their lots unless the Owner obtains prior approval of the Board in writing for an exemption as a special case involving hardship or other extenuating circumstances. Nor shall any Owner enter into any timeshare or other transaction that has the effect of a leasehold or rental transaction. The Board and/or any court construing this provision are encouraged to consider that the general intention of this Section is to limit occupancy to Owners. The Board and any court construing this section shall disregard the form of any transaction that might evade the intention of this section, and analyze the substance of the transaction. Owners who have undiluted fee simple interests in the Dwelling Units; and together with any family members, care giving persons and/or short-term guests, are to be the sole occupants of the Dwelling Units.

B. EXISTING OWNERS GRANDFATHERED: Notwithstanding the above, all Owners of Lots as of the date this Amendment is recorded (“Grandfathered Lots") are exempt from this limitation until the current Owner sells, conveys or in any way transfers the Lot. Such change in ownership of a

Grandfathered Lot will automatically terminate its Grandfathered Lot status, and all successor Owners of the Lot shall thereafter be subject to the limitations set forth above in this Section. For the purposes of this section, a conveyance from an Owner to the Owner’s Living Trust, or a similar estate planning transaction, shall not be deemed a change in ownership sufficient to terminate Grandfathered Lot status. A roster of the current Owner of each Lot as of the date this Rentals Amendment is recorded shall be made a part of the permanent records of the Association.

C.  BOARD’S AUTHORITY TO IMPLEMENT: The Board may enact rules and regulations to implement this Section.

D. APPLICABILITY: This Amendment shall not apply to any purchaser who has signed a fully executed purchase contract before the date this Amendment is recorded. (Recorded on May 4, 2016).

 E. Disclosure:  Owners are required to disclose this Amendment to all purchasers.

(The above Rental Amendment supersedes CC&Rs Article X, Section 10.22 regarding “Renting”)

2.  All owners that did not own a grandfathered lot as defined in the Rental Amendment, Section B., shall abide by all requirements of the Rental Amendment as outlined above, and are not permitted to rent/lease their unit, unless approved by the Board under the special case provision.

3.  Those owners with grandfathered lots shall comply with the following requirements:

A.  Ensure compliance with Section E. of the Rental Amendment, requiring disclosure of the Rental Amendment to all purchasers prior to the sale.

 

B.  All leases/rentals shall be for a period of not less than six (6) months.

 

C.  In no event may less than the entire Unit/Lot be rented.

 

D.  Within fifteen (15) days of signing the lease, renewal, or revision, the Owner shall complete and return the Owner Contact Information Form (can be found on the website; www.kinneyvillage.org), which includes the following information:

         a.   The names of the tenants;

         b.   Contact information for all adult occupants;

         c.   The time period of the lease including the beginning and ending dates of the tenancy;

         d.   A description of the tenants’ vehicles;

         e.   The license plate numbers of the tenants’ vehicles; and

         f.   Certification that the tenant has been provided with copies of the Association documents, to include the CC&Rs, By-Laws, Amendments, Rules, Resolutions and Policies; and the Owner accepts responsibility for the tenants’ violations of these documents.

        

               E.  If the Owner does not provide the information in Section 3 above within fifteen (15) days of signing the lease, the Owner shall be fined $50.00 after notice and opportunity for a hearing, and in addition may be subject to a $10 a day fine until such time as the information is submitted.

 

               F.  Breaches by the tenant of the Association’s governing documents, rules, or policies are a breach of the Owner's rental/lease agreement.  This requirement would allow the Unit Owner to evict a tenant if deemed to be appropriate by the Unit Owner.

 

               G.  Unit Owners are required to take corrective action against a tenant, up to and including eviction, in case of a violation.

 

               H.  All rentals/leases shall be by written agreement subject to the requirements of the Association’s CC&Rs, By-Laws, Resolutions, Policies and any other Association documents.

 

               I.  Unit Owners are required to provide their tenants copies of the Association’s current governing documents, to include all CC&Rs, By-Laws, Amendments, Rules, Resolutions and Policies PRIOR to renting/leasing.  The statement "Tenant has received copies of, read and understood the Association’s current governing documents, to include all CC&Rs, By-Laws, Amendments, Resolutions, Rules, and Policies" shall be included in the Rental/Lease Agreement.  After renting, the Unit Owner shall provide any and all updated, amended, or new governing documents to the renter/lessee within 10 days of receiving them. 

 

               J.  Unit Owners shall provide translation services to all non-English speaking tenants during the signing of the lease agreement and while presenting them with copies of the Association’s current governing documents, to include all CC&Rs, By-Laws, Amendments, Resolutions, Rules, and Policies.

 

               K.  Within fifteen (15) days of signing the lease, it is requested that the Owner provide the Association a copy of the signed lease. Any personal information on the Rental/Lease Agreement, i.e. social security numbers, amount of rent, etc. may be redacted prior to submission.  The Agreement copy ensures the Association that Unit Owners have complied with the CC&Rs and that the tenants have been provided the written rental/lease agreement, as well as having signed the agreement that they have received and understand the Association’s governing documents.  This information is strictly for the use of the Association and shall not be shared with any third party.

 

               L.  Within fifteen (15) days of any change in the information previously submitted, the Owner shall submit an updated Owner Contact Information Form. Failure to do so, will be considered a violation and will be handled in accordance with the required notice and hearing.

 

               M.  In accordance with Arizona State Law Section 33-1902, an owner of residential rental property shall maintain with the Pima county assessor information required by this section in a manner to be determined by the assessor. The owner shall update any information required by this section within ten days after a change in the information occurs. 4.  This policy rule is hereby adopted under the provisions of the Declaration of Covenants, Conditions and Restrictions for Kinney Village, Article II, Section 2.8, and Article XII, Section 12.9 (Rental Amendment); and replaces the Rental Policy, Policy Resolution Number P-2015-01.

Our manager and the board members do a walk around bi-weekly, but some of you that get around the community more frequently by walking your dog or just walking may see things we may miss.   It would be a of great assistance if you can let us know when you see something that needs to be taken care of.  Remember!  If you don’t like it, make it better!!

KINNEY VILLAGE

POOL/SPA CLOSED FOR REPAIR – EFFECTIVE 3/3/2022

 

Effective today (3/3/2022), the pool/spa and ramada area is closed for repairs.  The pool and spa are being replastered and re-tiled, raised concrete areas around the spa are being torn out and replaced, and cool decking is being placed around the pool and spa area.  The cool decking will reduce the surface temperature 10 to 15 degrees.

We apologize for the inconvenience and the last-minute notice; however, the contractor was immediately available, and the Board wanted to have it completed prior to swimming season.  The main work begins on Monday, 3/7/22, around 7:00 am and will be noisy that day as they hammer out the old plaster.  The entire project may take 3 or 4 weeks to complete.

2022 KV Committees

The community is in desperate need of additional owners/residents to join committees to help in 2022.  Due to lack of volunteers for the Pool and Grounds Committees, the Board decided to combine both committees into one, until such time as additional volunteers come onboard.  Please consider joining a committee to offer ideas that may benefit the entire community.  There are only five Board of Directors that manage the Association, so please do not expect the Board to be aware of everything that is going on in the community.  It is heard that lights have been out for months and nothing is being done.  Do not assume that the Board is aware of all issues and is just ignoring them.  This is not the case.  As community members, it is up to everyone to bring matters that need attention to the community manager.  That is the only way you can be assure that things are being taken care of.  


Committees are a way for communities to come together and bring ideas and suggestions to the Board, so please consider joining a committee.  You are not obligated to do any physical labor or attend every meeting.  Any contribution would be appreciated.


Remember, just because you were on a committee last year does not automatically place you on the committee for this year.  If you are still interested, please submit your request to HOA@KinneyVillage.com, specifying the committee(s) you wish to join.  With the exception of the ACC, committee members are not limited to unit owners, any resident, including tenants, may join committees.

A Board Meeting has been tentatively scheduled for March 2, 2022 at 12 noon at the pool.  The purpose of the meeting is for the Board to discuss upcoming projects in 2022.  It is an open meeting and owners are welcome to attend.  An Executive Meeting will immediately follow to discuss and set up committees.

KINNEY VILLAGE WEBSITE ISSUES

It has been brought to our attention that some owners are having problems accessing some areas of the Kinney Village website.  This issue has only been noticed by accessing the website using “kinneyvillage.org “.  If you are experiencing any problems, please access the website using “kinneyvillage.com”.  We are not aware of any problems with this address.

We have been working with the domain holder and google host but have not discovered any reason for the errors that are occurring.  The problem could be with a setting on the requesting computer.

We apologize for any inconvenience, but until the issue can be identified, please only use kinneyvillage.com.

The website was changed in the fall last year to an updated Google Site.  Personally, it is believed that the classic site was more user friendly; however, it was not mobile friendly.  This is one reason they changed it.  Since our website is hosted by Google at no charge, it is difficult to complain.  The main function will be to provide access to owners for files, such as insurance information, forms, etc, as well as a source for announcements to stay updated.

If you have any problems, or requests for things to add, please let us know.


The 2021 Annual Meeting was held on February 23, 2020 at 6pm, at which time the 2022 Board of Directors were elected.  The 2020 Board is composed of:  Bob Bambary, Jerry Schmid, Mike Smith, Liz Talbott, and Terry Jorgensen, who was a write-in candidate.  Immediately following the Annual Meeting, a Board Organizational Meeting was held to nominate and appoint Officers for 2022.  They are as follows:

Committee Chairs will be established at a Board Meeting next week.  There is still a need for committee members for the Grounds/Pool Committee, Welcome Committee, and Social Committee.  If you are interested in helping the community, and assisting the Board with decisions that will affect the community, please volunteer by emailing HOA@KinneyVillage.com and stating which committees you are interested in joining.

UPDATE ---BRIDGE UNDER REPAIR -  The bridge, connecting Phase I and Phase II, is being further stabilized by constructing concrete aprons on both sides.  In addition, it was decided to extend the existing sidewalk from Phase II to connect to the bridge.  Hopefully, this will prevent erosion at the end of the bridge that we have been experiencing for the past couple of years.  We apologize for any inconvenience during this project.  It is anticipated that this will be open to pedestrian traffic during the week of February 21, 2022.

The bridge was completed  and opened on 2/21/2022.

IMPROPER TRASH DISPOSAL  -  The placing of large items outside the dumpsters is becoming common place at Kinney Village.  Not only are mattresses, appliances, hot water heaters, furniture, etc. not to be placed in the dumpsters (OR LEFT OUTSIDE THE DUMPSTER), this behavior is and/or will be costing ALL owners more money.  The trash collection company will, first off, NOT pick up items left outside the dumpster, they will also charge the Association additional fees when items overload the dumpsters, or contain items not authorized for pick up.  This is why it is also very important to break down boxes, by breaking them open and folding the cardboard flat, before putting them in the dumpster.

If you observe anyone placing items outside the dumpster, such as this mattress (pictured left), which was placed there today (Wednesday, 1/19/22), or a large TV box and Styrofoam placed outside on Monday, 1/17/22, either let them know it is not permitted, or at the very least notify Tonya (tonya@adamllc.com), or a Board member.  The trash company will not dispose of items, such as listed above in paragraph one.  This means that all owners bear the cost of trying to dispose of them.

Unless we can identify those placing these items outside the dumpster, HOA fees will continue to increase to offset these unnecessary expenses to dispose of them.   Please do your part, by not being the one disposing of items improperly, or assisting in identifying those that do.  In addition, be observant for strange person(s)/vehicles at the dumpsters that do not reside her, and are dumping items.  As they say, "If you see something, say something".

Due to the rising number of COVID cases in Pima County and the concern for our homeowner’s well-being, the Kinney Village Board of Directors (BOD) has made the decision to not hold the annual meeting in person as previously scheduled; however, will instead hold the meeting on the following date and time via a virtual Zoom meeting.

WHERE TO DISPOSE OF CHRISTMAS TREE 

Tucson-area residents can dispose of Christmas trees at TreeCycle sites through Jan. 17.

Before dropping off the tree, remove remove all decorations, lights and its stand.

The city of Tucson will grind the discarded Christmas trees for compost.

TRASH ISSUE!!!  -  We know everyone is concerned with and is questioning what is going on with the lack of trash removal from Republic Services.  To be honest, the Board is still attempting to get an answer to this question.  As you may know, our current trash pickup schedule is Tuesday and Friday.  On Wednesday, 12-8-21, the company was contacted by the HOA President and we were told the schedule was temporarily moved to Wednesday, so they would be picking it up that day.

Since that did not happen, they were contacted again on Thursday morning, 12-9-21, and we were told they would be picking it up that day.  At 4 pm that day, they were contacted again, as they still had not picked it up, and we were told they had until 6 pm to pick it up.

Once again, that did not happen.  They were contacted again on Friday, and once again was told they would be picking it up sometime before 6 pm.  

As we now know that did not happen either.  During all of these phone calls, no one could say what had happened to prevent the pickup.  It was demanded that they have a supervisor contact the HOA President ASAP, to further discuss this.  They said they would have a supervisor call, but that has yet to transpire.

Please be patient, while we attempt to address this issue.  As further information comes to light, it will be posted here.

UPDATE:  To obtain additional information, the Board President responded to the Republic Service Office in Tucson and contacted the Operations Supervisor.  He was told that the reason for the lack of service was their regular driver went out on emergency leave the Tuesday morning of the scheduled pickup.  They did not have a substitute driver to fill in that quickly, so they attempted to have other drivers pickup our regular drivers route when they completed their own; however, they obviously were not able to get to Kinney Village.  The supervisor has now assigned a temporary replacement driver, and will be providing Kinney Village credit for the missing pickups, without any charge for overage.  Apparently, the phone number that had been used to contact them was for a call center and the messages were never forwarded to the Tucson Office.

A meeting for the Board members will be held on Tuesday, 11/16/2021, at 12 noon at the Pool Ramada.  Even though it is for Board Members, owners may attend.  Questions/Comments are reserved for the Owner Forum part of the meeting.  An agenda can be found in the "File Cabinet" of this website.

ROADWAY REPAIRS - PHASE I (November 10th and 12th)

With the recent underground water leak that was repaired and a temporary patch placed on it, it was discovered that the roadway is sinking in that area.  Therefore, a permanent repair and patch to the surface will be completed by Sunland Asphalt.  They will be in the area on November 10, 2021 to saw cut the area, and return on November 12, 2021 to repair/asphalt the area.  

This will result in that area being closed while this is being done.

SEAL COATING OF ROADS/PARKING AREAS  (October 18 through 20, 2021)

On October 18th and 19th, 2021, Sunland Asphalt will be seal coating all the roads in Kinney Village (Phase I and II).  Then on October 19th and 20th, they will be striping the parking areas.

As soon as we receive their plans for those days, it will be posted, as we need all owners/residents assistance as all cars will have to be moved to an area that is not being coated during that time.

PHASE I ROAD REPAIR UPDATE - September 28, 2021

Due to a COVID related issue, Arrow Plumbing has not been able to complete the asphalt repair on Treasure Cove Place.  It will be at least until October 6, 2021 before they can have a team on site to repair the road.  They will confirm a repair date once it has been established.

WATER LEAK IN PHASE I  -  September 6, 2021

We are currently experiencing a water leak in front of buildings 16 and 17.  The exact cause is unknown at this time; however, Arrow Plumbing will be there on Tuesday to investigate and repair the leak.  The leak was reported to the management company on Friday, 9/3/21; however, we were unable to contact anyone to check it at that time.  Had we had it repaired on the holiday weekend, we would have had to pay triple time pay.  The only other alternative was to shut off the water to several buildings for three days.  So rather than inconvenience several residents, it was decided to have the plumber respond on Tuesday.   The additional cost of an emergency response would have been more than the bill for the additional water usage.  Please bear with us as we attempt to repair the leak, which may result in partial road closure.
