For the question of whether small multiples or filters are better for showing comparisons - I think that overall, the small multiples are better, although they don't allow for as much individualized customization and exploration of the data. It can, however, be easier to compare values when the spatial maps are stacked beside each other and the maps can be viewed simultaneously. Making comparisons while relying on filters requires the user to remember previous values and make a comparison based on the changes in the present view.
